Job Purpose
The National Logistics Officer for Markets & Retail in Haiti leads and oversees market operations, retailer networks, and logistics contracting to ensure efficient and compliant implementation of cash-based transfers (CBT) and hybrid modalities. This role is pivotal in developing and executing end-to-end supply chain strategies, optimizing costs, service availability, and operational resilience. The officer provides strategic analysis to deliver integrated supply chain solutions tailored to beneficiary needs, manages the national market monitoring system, and expands activities related to food systems. Key responsibilities include defining sourcing and contracting strategies, coordinating with program teams and humanitarian partners, and driving cost optimization initiatives. The role also involves designing market development strategies to enhance supply chain resilience, supervising logistics service execution, and managing vendor performance. Ultimately, this position ensures robust compliance, traceability, and audit readiness for all logistics and market-based operations, contributing significantly to WFP's mission in Haiti.
Responsibilities
The primary responsibilities involve directing and overseeing country office market operations, retail networks, and logistics contracting. This includes ensuring the effective and compliant implementation of cash-based transfers (CBT) and hybrid modalities. A key aspect is providing strategic analysis to develop integrated supply chain solutions tailored to beneficiary needs. The role also entails managing the national market monitoring system and a growing portfolio of food system-related activities. Strategic leadership is required for end-to-end supply chain strategies, focusing on optimizing costs, service availability, and operational resilience. This includes defining and piloting sourcing and logistics contracting strategies for scalability and cost-efficiency, coordinating with program teams and humanitarian partners, and designing planning frameworks to enhance decision-making. Market and supply chain analyses are crucial for selecting and optimizing transfer modalities, translating them into operational strategies. Cost optimization initiatives, market development strategies to enhance supply chain resilience, and supervision of logistics service execution are also core duties. Performance management of vendors and retailers, along with overseeing reconciliations for traceability and compliance, are essential. The role also involves executing other tasks supporting CBT, market, and supply chain operations.
Work Experience
The role requires at least 3 years of progressive professional experience. Desired experience includes designing and implementing supply chain strategies, managing retail operations, market analysis, capacity building with UN agencies, NGOs, or the private sector, budget management, emergency preparedness, performance monitoring of providers, and knowledge of procurement principles. Proficiency in French and English is also required.
