Job Purpose
The Logistics Officer (Commodity Accounting & Funds) will be instrumental in ensuring the effective planning, management, and oversight of WFP's funds utilization and commodity accounting. This role is crucial for maintaining compliance with WFP's corporate procedures, donor requirements, and internal controls. The officer will coordinate budget design, monitor fund utilization against budgets, and manage logistics-related expenditures to ensure operational continuity. Additionally, they will oversee the accuracy and integrity of commodity accounting processes, reconcile stock records, and provide technical guidance to resolve discrepancies. This position requires strong analytical skills to support financial and operational reporting, contribute to audit readiness, and enhance capacity building for WFP staff and partners in supply chain management systems.
Responsibilities
The Logistics Officer (Commodity Accounting & Funds) role at the World Food Programme (WFP) is crucial for ensuring the efficient and compliant management of financial and material resources within the supply chain. Key responsibilities include coordinating fund utilization for logistics operations, such as transport and storage, and ensuring timely availability of funds. This involves raising and managing fund reservations, monitoring expenditure against budgets, and identifying variances to support corrective actions. The role also entails validating and processing supplier invoices, resolving payment issues, and contributing to fund allotment decisions through analytical input. On the commodity accounting front, the officer oversees the entire process, ensuring accuracy and completeness of data in corporate systems like LESS. This includes reconciling physical stock with system records, investigating and resolving discrepancies, and providing technical guidance to country offices on data irregularities. The position also involves preparing and submitting financial and commodity accounting reports, supporting audit processes, and contributing to the development of Standard Operating Procedures (SOPs). Furthermore, the officer will provide training and ongoing support on logistics systems and contribute to operational planning and forecasting, ensuring all activities align with WFP's corporate procedures, donor requirements, and internal controls.
Work Experience
Requires at least one year of postgraduate professional experience in supply chain management, specifically including funds management and/or commodity management. Additional years of experience in these areas are highly desirable.
