Organizational Context
The Office of Evaluation (OEV) at WFP is dedicated to ending global hunger by generating evidence of WFP's successes and failures. This evidence informs future policies and programmes. Job Purpose
The Senior Evaluation Officer (P5) is a senior leadership role within the Office of Evaluation (OEV), responsible for providing independent evaluation evidence to assess WFP's performance and results. This role is crucial for accountability and learning, informing future strategic directions. The incumbent will lead evaluation activities for specific approaches or thematic areas, ensuring high professional standards are met. Key responsibilities include managing complex evaluations from design to completion, contributing to the development of evaluation policies and strategies, and enhancing WFP's evaluation quality assurance system. The role also involves leading and developing teams, managing consultants, engaging stakeholders, and promoting a culture of accountability and learning through the dissemination of evaluation findings and recommendations.
Responsibilities
The Senior Evaluation Officer plays a pivotal role in enhancing the World Food Programme's (WFP) evaluation function. Key responsibilities include contributing to the development of evaluation policies, strategies, and plans to ensure effective and timely assessment of policies, programmes, and activities. This involves applying normative frameworks, providing quality support, and reporting on the performance of the evaluation function. The role also supports OEV's leadership and corporate performance through management planning, staffing, and budgeting, alongside developing internal systems. A significant aspect is managing complex and high-profile evaluations from inception to completion, adhering to UN system norms and WFP's Evaluation Quality Assurance System (EQAS) to produce credible evidence and recommendations. The officer is expected to lead, motivate, and develop a professional team, source and manage external consultants, and engage stakeholders effectively. Furthermore, they will provide second-level quality assurance for evaluations managed by other officers, promote a culture of accountability and learning by analyzing and disseminating evaluation findings, and lead specific work plan streams. Representing the Office of Evaluation in inter-agency forums and professional networks, and integrating cross-cutting issues like equity and human rights into evaluations are also crucial duties. Coaching staff and leading expertise groups to foster good practice are integral to developing high performance and sharing knowledge within the organization.
Work Experience
Requires 11+ years of relevant professional experience in international development or humanitarian work, including at least four years internationally. Must have extensive experience (8+ years) managing complex, global, and country-specific evaluations, including inter-agency and joint evaluations. Strong team management skills and the ability to meet deadlines are essential.
