Job Purpose
The Supply Chain Officer (External Services) will lead the design, implementation, and improvement of logistics coordination mechanisms in Haiti, aligning with IASC guidelines and addressing operational gaps. This role involves assessing logistics capacities, advising the Humanitarian Country Team, and building strong partnerships with stakeholders. The officer will coordinate external logistics services, including transport, storage, and customs clearance, ensuring compliance with WFP procedures and donor requirements. A key responsibility is supporting the UN80 Integrated Supply Chain reforms, facilitating collaboration between partners and government institutions, and strengthening national counterpart ownership through training and technical support. The position also requires ensuring timely data collection, analysis, and performance monitoring to support informed decision-making and adaptive response, contributing to preparedness and contingency planning.
Responsibilities
The Supply Chain Officer (External Services) role in Haiti is crucial for ensuring the efficient and transparent delivery of humanitarian assistance amidst recurrent crises and fragile infrastructure. This position involves leading the design and implementation of logistics coordination mechanisms, aligning solutions with international standards, and addressing operational gaps. The officer will continuously assess logistics capacities, identify bottlenecks, and advise the Humanitarian Country Team on priorities. A key responsibility is building strong partnerships with stakeholders, including UN agencies, NGOs, and government institutions, to foster collaboration and information sharing. The role requires coordinating external logistics services such as transport, storage, and customs clearance, ensuring compliance with WFP procedures and donor requirements. Additionally, the officer will support national coordination mechanisms, develop Standard Operating Procedures (SOPs) for external service delivery, and manage the collection and analysis of logistics data for informed decision-making. Strengthening national counterpart ownership through technical support and training, contributing to preparedness and contingency planning, and driving advocacy strategies are also vital. The position supports the implementation of UN80 Integrated Supply Chain reforms, mobilizes and manages resources, and promotes continuous improvement in service delivery, ensuring cost efficiency and quality standards. Fundraising and reporting efforts, including providing technical input for donor proposals and reports, are also part of the accountabilities. The role demands strong leadership, coordination, partnership-building, customer service focus, reporting, and donor relationship competencies, with fluency in English and French required.
Work Experience
Requires 5+ years of post-graduate professional experience in supply chain coordination and management, ideally with UN agencies or INGOs. Must have a proven track record in team management and coordinating external service delivery. Desired knowledge includes cost-recovery, service provision frameworks, inter-agency coordination, reform design, workflow optimization, and accountability mechanisms. Familiarity with UN supply chain/financial procedures and humanitarian coordination is also preferred.
