Job Purpose
The Fleet Management Officer will support the Fleet and Garage Manager in overseeing fleet operations and garage activities in Haiti. This role is crucial for ensuring the efficient and cost-effective delivery of WFP's cargo, both food and non-food items. The officer will be responsible for collecting, analyzing, and reporting on fleet data to maximize operational effectiveness. Key duties include maintaining accurate records, assisting with logistics operations, supervising fleet staff, managing vehicle assignments based on operational needs, monitoring fuel consumption, and ensuring compliance with safety and environmental standards. The position also involves preparing procurement plans, evaluating vehicle conditions, and coordinating with service providers to optimize fleet performance and resource utilization.
Responsibilities
The primary responsibility of this role is to assist in the overall supervision of fleet operations and garage activities, ensuring the efficient and cost-effective delivery of WFP's cargo. This involves maintaining accurate accounting, reporting, and internal control systems, and keeping all relevant records up-to-date. The position requires coordinating fleet operations in accordance with established WFP procedures and guidelines. Key tasks include monitoring the movement of food and non-food items, identifying fleet needs based on program plans and geographical locations, and managing fuel requirements. The role also involves supervising fleet personnel, managing petty cash and operational advances, and assessing road conditions to procure appropriate tires at minimal cost. Furthermore, the incumbent will administer Fleet Wave, ensuring data accuracy, prepare the annual procurement plan, and conduct regular meetings with service providers. They will also develop procedures for optimal truck utilization, evaluate aging trucks, and reconcile data from various systems. Monthly monitoring and analysis of fuel consumption, along with preparing regular reports, are crucial. The position demands adherence to health, safety, and environmental standards, with occasional travel and the ability to act as a replacement for the Fleet and Workshop Manager when necessary.
Work Experience
A minimum of one year of relevant professional experience is generally required. This experience should ideally be in relevant work areas, particularly in managing a spare parts store, with an interest in international development.
