Job Purpose
The Procurement Officer NOB will play a crucial role in supporting WFP's mission by ensuring the efficient and compliant procurement of goods and services in Madagascar. This position involves contributing to the development of procurement plans, managing operational activities such as tender issuance and contract negotiation, and analyzing data to drive process improvements. The role requires close collaboration with internal and external stakeholders to align procurement with broader program needs, particularly in emergency response, nutrition, school feeding, and resilience programs. The Procurement Officer will also be responsible for supervising a small team, providing guidance, and ensuring adherence to WFP standards and policies, ultimately contributing to the timely delivery of assistance and the optimization of procurement performance.
Responsibilities
The Procurement Officer role at the World Food Programme (WFP) involves managing end-to-end procurement processes with a high degree of autonomy and compliance. Key responsibilities include contributing to the development of procurement plans and processes, ensuring adherence to WFP policies and standards. The officer will support or manage procurement programs and operational activities, such as issuing tenders, evaluating offers, and negotiating/awarding contracts for both food and non-food commodities and services. A significant part of the role involves tracking and analyzing data to identify areas for process improvement and contributing to accurate, timely reports on procurement activities to support informed decision-making across the organization. The officer will also collaborate closely with internal counterparts and external partners, including suppliers, to align procurement activities with wider programs and ensure efficient delivery of food assistance. Additionally, the role includes supporting the training of WFP staff on strategic procurement approaches, guiding and supervising junior staff, and preparing for emergency responses by ensuring the timely deployment of necessary goods and services. The position requires strong analytical, communication, and stakeholder management skills, with the ability to work under pressure in fast-paced operational contexts.
Work Experience
Requires at least three years of postgraduate professional experience in a relevant field, with a background and interest in international humanitarian development.
