Organizational Context

The Haiti Country Office operates in an increasingly complex environment, necessitating robust risk management and compliance programs. To bolster these practices, the office is seeking an officer to support the management and control of risk assessment and compliance issues within its operations. The role involves individual contributions within a dedicated Risk Management team.

Job Purpose

The Risk & Compliance Officer will provide essential support in establishing and implementing effective risk assessment and management activities. This includes ensuring adherence to controls and compliance with WFP policies and procedures. The role is crucial for enhancing operational effectiveness and optimizing resource utilization by championing the integration of WFP’s risk and compliance framework across all activities. The officer will contribute to embedding risk assessment into planning and decision-making, support managers in strengthening processes, and ensure the conformity of resource use with strategic plans and donor agreements. This position is key to maintaining a strong internal control environment and fostering accountability throughout the Country Office.

Responsibilities

The Risk & Compliance Officer will play a crucial role in strengthening the World Food Programme's (WFP) operations in Haiti by embedding robust risk management and compliance practices. This position involves supporting the development and implementation of effective risk assessment methodologies, including monitoring key risk indicators and updating risk registers with mitigation actions. The officer will assist managers in analyzing and enhancing existing processes to maintain a strong internal control environment, ensuring operational efficiency and the appropriate use of WFP resources in line with strategic plans, rules, and donor agreements. Key responsibilities include contributing to the enhancement of internal control systems, developing Standard Operating Procedures (SOPs) for risk and compliance processes, and conducting risk assessments in various office levels to identify and evaluate risks, assess control effectiveness, and detect potential fraud. The role also entails supporting fraud risk assessments, collecting and analyzing fraud-related data, and preparing comprehensive reports on compliance status and oversight themes. Furthermore, the officer will contribute to sharing risk information with external stakeholders and developing and delivering training programs to enhance understanding of risk management and compliance across the organization and with partners. This role requires a proactive approach to identifying areas of vulnerability and contributing to solutions, ultimately enhancing risk management effectiveness across all aspects of WFP's operations.

Work Experience

Requires three years of progressively responsible experience in risk management. This includes assessing and recommending internal controls and mitigation actions within organizations utilizing modern enterprise risk management frameworks, techniques, and systems.
