Risk & Compliance Officer
Organizational Context
The Haiti Country Office operates in a complex environment, necessitating robust risk management and compliance programs. This role is crucial for strengthening these practices by supporting the management and control of risk assessments and compliance issues within the operation. The officer will work individually but as part of a dedicated Risk Management team.
Job Purpose
The Risk & Compliance Officer will provide essential support in establishing and maintaining effective risk assessment and management activities. This includes ensuring adherence to controls, compliance with WFP policies and procedures, and contributing to operational efficiency and resource optimization. The role champions the integration of WFP’s risk and compliance framework across all operations, helping to identify and mitigate risks, strengthen internal controls, and ensure the appropriate use of WFP resources. The officer will also contribute to developing Standard Operating Procedures, conducting risk assessments, and supporting fact-finding reviews, ultimately enhancing accountability and risk management effectiveness throughout the office.
Responsibilities
The Risk & Compliance Officer will support the World Food Programme (WFP) in Haiti by strengthening risk management and compliance within its operations. This role involves embedding risk assessment into planning and decision-making processes by monitoring key risk indicators and updating risk registers. The officer will assist managers in analyzing and enhancing existing processes, ensuring an effective internal control environment to boost operational efficiency. A key responsibility is to ensure that WFP resources are used in accordance with approved plans, rules, procedures, and donor agreements. The position also contributes to developing and improving internal control systems, including performance and risk management. The officer will support risk and compliance missions, develop training materials, and conduct regular and ad hoc risk assessments to identify and evaluate risks, assess control effectiveness, and detect potential fraud. They will also prepare reports on compliance status, identify areas of vulnerability, and assist in communicating risk information to external stakeholders. Furthermore, the role includes assessing training needs and delivering programs to enhance understanding of risk management and compliance across the office and with partners. The officer will also support fraud risk assessments and fact-finding reviews, contributing to overall risk management effectiveness across all WFP operations.
Work Experience
Requires three years of progressive experience in risk management. This includes assessing and recommending internal controls and mitigation actions within organizations utilizing modern enterprise risk management frameworks, techniques, and systems.
