Responsibilities
The National Programme Officer (NOB) in Gonaives, Haiti, plays a crucial role in implementing the World Food Programme's (WFP) Country Strategic Plan. This position involves coordinating the Programme Unit at the Gonaives Field Office, providing guidance to support staff, and acting as a key contact for analysis and problem-solving. The officer will supervise Programme staff, foster effective relationships with internal and external stakeholders to ensure project progress and risk mitigation, and prepare monthly distribution plans for timely food assistance. A significant part of the role includes contributing to capacity building for partners to enhance food assistance delivery. The officer is also responsible for supervising their team's performance and development, conducting site visits for supervision and monitoring, and actively participating in project development, planning, and process alignment with WFP's global policies. This includes providing project management support for specific programs, ensuring coordinated approaches, and conducting research and analysis on policy and operational issues to inform decision-making. The role also involves contributing to accurate program reporting, supporting the identification and management of potential partnerships, and evaluating projects and partners to ensure alignment with WFP's objectives. Active participation in coordination meetings and proactive monitoring of results to achieve strategic objectives are also key responsibilities.
Work Experience
A Master's degree with at least three years of progressive experience in implementing technical programs (e.g., Agronomy, Nutrition, Environmental Science) is required. Candidates with a Bachelor's degree need a minimum of five years of relevant professional experience. Field experience is desirable. Experience in contributing to operational design, strategic discussions, and decision-making is also necessary. Collaboration with state representatives and international organizations is a plus, as is experience within the UN system, NGOs, or international organizations.
