Job Purpose
The Programme Policy Officer (Roster) will contribute to the development and implementation of WFP's programmes and projects in South Sudan, aligning with corporate policies and the Country Strategic Plan. This role involves leading or supporting project coordination, ensuring collaboration across WFP units and with diverse partners, and strengthening monitoring systems for adaptive programming. The officer will conduct field missions, draft reports for WFP and donors, manage project budgets, and contribute to knowledge management and communication efforts. Additionally, they will support capacity building for WFP staff and partners, and represent WFP in coordination forums. This roster position is crucial for maintaining WFP's agility in responding to crises and transitioning from humanitarian assistance to resilience building and capacity strengthening in South Sudan.
Responsibilities
The Programme Policy Officer plays a crucial role in the development, coordination, and management of WFP programmes and projects. Key responsibilities include contributing to project design, ensuring alignment with WFP policies, and leading or supporting project implementation across various partnerships, including UN agencies and government bodies. The officer is responsible for fostering collaboration among WFP units and external stakeholders, conducting stakeholder mapping, and building strategic partnerships to enhance program effectiveness and avoid duplication. A significant aspect of the role involves establishing and strengthening monitoring systems, collecting and analyzing data to inform programming adjustments, and preparing accurate donor reports. The officer also conducts field missions to assess progress, interact with beneficiaries, and ensure follow-up on action points. Furthermore, they contribute to WFP's communication efforts, donor engagement, and budget management. Capacity building of staff and partners, team supervision, and participation in coordination forums are also integral to the role. This position requires strong coordination, communication, and analytical skills, with a focus on delivering impactful humanitarian and development assistance.
Work Experience
Experience required includes evidence-based program and project design, implementation, and adaptive programming. Candidates should have experience in program and project coordination, team supervision, leading technical areas, and budget management. Skills in promoting inclusion, women and youth economic empowerment, and partnership building are also valuable. Monitoring field activities and beneficiary feedback mechanisms are considered strong assets. Effective communication and coordination with diverse stakeholders, including government, UN agencies, NGOs, and the private sector, are essential. Strong organizational skills and proficiency in Microsoft Office are also necessary.
