Job Purpose
The Programme Policy Officer (VAM and MEAL) will play a crucial role in generating evidence to inform the development and effective implementation of food security and nutrition programmes in Malakal Field Office's coverage areas. Reporting to the Head of Programme, this position serves as the primary focal point for all research, analysis, and monitoring activities, aligning with WFP South Sudan's strategic direction. The incumbent will lead food security and vulnerability analysis, including assessments and market analysis, and contribute to capacity building for staff and partners. They will also oversee programme monitoring, ensuring data quality and timely reporting, and manage the community feedback mechanism. This role is essential for ensuring WFP's interventions are evidence-based, targeted, and impactful, ultimately contributing to WFP's zero hunger goals.
Responsibilities
The role involves comprehensive food security and vulnerability analysis, including representing the organization in state-level technical working groups and coordinating data gathering for assessments. This includes market and emergency assessments, with a focus on preparing timely reports for effective decision-making. A key responsibility is supporting the development and rollout of innovative systems and tools for food security assessment, aligning with best practices and interagency standards. Furthermore, the position requires leading capacity-building efforts for WFP staff, partners, and government counterparts in conducting these analyses, fostering knowledge sharing and best practices.
Programme monitoring is another critical area, contributing to evidence-based decision-making through process and outcome monitoring, and producing action-oriented reports. This includes developing monitoring plans, reviewing field reports for quality and timeliness, and providing feedback to management. Capacity building for staff and partners on monitoring and evaluation is essential, as is serving as a focal point for evaluations. The role also encompasses cooperating partner coordination, developing standard operating procedures for output planning and reporting, providing technical support, conducting quality control checks, and maintaining reporting dashboards. Accountability is addressed through implementing community feedback mechanisms, consolidating feedback into reports, and managing CRM systems. Leadership responsibilities include fostering an inclusive work environment, supervising and coaching staff, managing performance, and ensuring timely completion of tasks.
Work Experience
Master's degree holders require at least one year of postgraduate experience with humanitarian organizations or government institutions in food security analysis or monitoring and evaluation of food assistance programs. Bachelor's degree holders need at least three years of similar experience.
