Job Purpose
The Programme Policy Officer, Cash-Based Transfers (CBT) will play a pivotal role in the design, implementation, and oversight of WFP Haiti's CBT activities. This position is crucial for ensuring the quality and effectiveness of cash-based interventions, which are integral to the Country Strategic Plan. The officer will coordinate with various internal units, sub-offices, cooperating partners, and financial service providers to ensure seamless operations. Responsibilities include supporting the analysis of response modalities, facilitating the engagement of financial service providers, developing and maintaining stakeholder relationships, and contributing to the preparation of analytical reports. The role also involves supervising the reconciliation of transfers, managing distribution reports, and ensuring timely payments to partners, thereby directly contributing to WFP's mission of saving lives and building pathways to peace and prosperity in Haiti.
Responsibilities
The Program Officer for Cash-Based Transfers (CBT) plays a crucial role in the World Food Programme's (WFP) operations in Haiti, a country facing complex challenges including political instability, widespread violence, displacement, and economic hardship. This position is integral to the WFP Haiti Country Strategic Plan (CSP 2024-2028), which aims to combat hunger through emergency food assistance, nutrition-focused social safety nets, and strengthening the resilience and livelihoods of smallholder farmers. The officer will be responsible for the entire lifecycle of CBT projects, from design and implementation to monitoring and evaluation. Key duties include coordinating with various internal units (Program, Finance, Supply Chain, etc.), sub-offices, cooperating partners, and financial institutions to ensure the effective delivery of both food and non-food assistance. The role involves identifying appropriate CBT modalities, selecting and contracting service providers, and developing strong working relationships with all stakeholders. The officer will also be tasked with supervising the preparation and dissemination of analytical reports, conducting field visits to assess intervention outcomes, and providing technical support to CBT assistants in field offices. Maintaining up-to-date data on distributions, reconciliations, and payments, as well as managing the "Tracking Tool" and ensuring timely processing of financial partner invoices, are critical responsibilities. The position requires ensuring that WFP's CBT policies and tools are integrated and that allocated resources are used efficiently. Ultimately, the Program Officer CBT is vital for ensuring the quality and timely delivery of cash-based interventions to beneficiaries, contributing significantly to WFP's mission in Haiti.
Work Experience
The role requires at least three years of progressive professional experience in project/program management, specifically in emergency food assistance, resilience building, or sustainable development. Additionally, a minimum of three years of experience is needed in planning and implementing cash-based transfer (CBT) activities, monitoring food security and nutrition, and evaluating humanitarian/development projects. Experience in humanitarian settings or NGOs, and with platforms like SCOPE, WINGS, and COMET, is advantageous.
