Job Purpose
The Programme Policy Officer will support the Cooperating Partner Management unit in Haiti, focusing on the operational partnership aspects of WFP's Country Strategic Plan. The role involves assisting in the management of key operational partnerships with NGOs, research institutions, and government entities. Responsibilities include supporting the development and finalization of agreements (FLAs/MOUs), ensuring compliance with WFP's rules and regulations, and facilitating the use of partner portals. The officer will also contribute to partner capacity building through training and performance assessments, manage budget reviews, oversee payment processes, and conduct spot checks and supervisions to mitigate risks. This position requires close collaboration with various internal units and auxiliary offices to ensure effective program implementation and partner engagement.
Responsibilities
The Programme Policy Officer role focuses on managing and strengthening partnerships with cooperating partners (CPs), primarily Non-Governmental Organizations (NGOs), for the implementation of food and cash-based assistance programs. Key responsibilities include supporting the entire lifecycle of partnership agreements, from initial expressions of interest and proposals to drafting and amending Financial and Legal Agreements (FLAs) and Memoranda of Understanding (MOUs), ensuring compliance with WFP regulations. The officer will assist in administering partner portals and platforms, provide guidance to CPs, and support Cooperating Partner Committee (CPC) meetings. Budget management involves reviewing FLA budgets and financial reports, processing payments in accordance with agreements, and conducting spot checks and supervisions of CPs. Capacity building is crucial, involving conducting training for new CPs on reporting, financial procedures, and programmatic objectives, as well as performing capacity assessments and due diligence to ensure partners meet WFP standards. The role also entails developing action plans for CPs and providing necessary support to enhance their capabilities. Collaboration with various internal units like Budget, Supply Chain, Finance, and Risk Management is essential for effective execution. The position requires strong analytical skills, initiative, good judgment, and the ability to foster effective working relationships with diverse partners.
Work Experience
The role requires a higher university degree in public policy, public administration, economics, management, international development, or international relations, or a first university degree with additional years of professional experience. A minimum of three years of postgraduate professional experience is needed in humanitarian aid, development, program management, supply chain, finance, or administration. Experience in preparing partner agreements and reviewing budgets and reports for management is essential. Strong analytical, negotiation, and communication skills are required, along with the ability to work effectively in diverse teams. Fluency in French and Creole is mandatory, with proficiency in English also required.
