Job Purpose
The Monitoring and Evaluation Associate will play a crucial role in enhancing the efficiency and effectiveness of WFP programs in Colombia. This position is responsible for coordinating and executing data collection activities, contributing to the analysis, interpretation, and reporting of program implementation and outcomes. The Associate will ensure that data is disseminated appropriately to inform operational decision-making and strategic reorientation. Key responsibilities include supervising field monitors, supporting budget tracking for M&E activities, building the M&E capacity of WFP, partners, and government entities, and ensuring adherence to corporate M&E standards and data privacy policies. The role involves close collaboration with program units to monitor intervention progress, integrate cross-cutting themes like gender and protection into M&E work, and support the Community Feedback Mechanism. Ultimately, this position contributes to WFP's accountability to beneficiaries and donors by demonstrating program performance and results.
Responsibilities
The role involves comprehensive management and supervision of field monitoring teams, providing constructive feedback to foster high performance. Key responsibilities include supporting budget preparation and tracking for field monitoring and evaluation (M&E) activities, and supplying timely information to country offices for planning and budgeting. The position also focuses on enhancing the M&E capacity of WFP, its partners, and government entities through training and information exchange, while assisting in the recruitment and guidance of M&E personnel. A critical aspect is suggesting improvements to monitoring processes based on contextual knowledge and community needs to ensure effective program delivery. This includes applying corporate M&E standards, working closely with program units to monitor intervention execution and results, and building strong partnerships with beneficiaries and cooperating partners. The role also requires integrating cross-cutting themes such as gender, equity, disability, protection, and human rights into all M&E work. Data collection involves gathering product, process, and outcome data, conducting surveys, and monitoring distributions and activities. Timely recording of M&E implementation information and documentation is essential, alongside adopting qualitative monitoring methodologies and supporting remote monitoring. Ensuring program execution aligns with Field Level Agreements (FLAs) and institutional standards, maintaining records of monitoring visits and coverage, and adhering to ethical guidelines are also crucial. The role supports the Community Feedback Mechanism (CFM) by tracking responses to beneficiary requests and ensuring timely reporting of recommendations. Regular data quality checks are performed to ensure accuracy and completeness. Finally, the position involves uploading data, reporting on field missions, participating in review meetings, and providing feedback to beneficiaries on actions taken based on monitoring findings.
Work Experience
Requires a minimum of six years of experience in both quantitative and qualitative analysis, along with the ability to communicate findings effectively about communicate findings.
