Job Purpose
The Programme Assistant (M&E Assistant) will support the Head of the RAM Unit in monitoring and evaluating WFP's programmes in Timor-Leste. This role is crucial for ensuring the effective design and implementation of interventions by assisting in the preparation of performance monitoring narratives, logical frameworks, and M&E plans. The incumbent will develop monitoring toolkits, coordinate data collection from various stakeholders including Cooperating Partners and Line Ministries, and ensure data is accurately entered into COMET. They will also maintain programme-wise issue tracking sheets to identify and flag challenges, and assist in setting baselines and targets. This position contributes to generating evidence that informs programme design and improvement, ultimately supporting WFP's mission to save lives and change lives.
Responsibilities
The Programme Assistant (M&E Assistant) plays a crucial role in supporting the World Food Programme's monitoring and evaluation efforts. Key responsibilities include assisting in the preparation and revision of performance monitoring narratives and logical frameworks, ensuring alignment with the Country Strategic Plan (CSP) and Line of Sight. This involves collaborating with the Head of Unit to formulate the CSP Monitoring, Review, and Evaluation (MRE) Plan and draft the M&E budget. The role also entails developing monitoring toolkits, including methodologies and analysis plans, in coordination with the Field Support Unit and Activity Managers. A significant part of the job involves ensuring the timely collection, compilation, validation, and data entry into COMET, working with Cooperating Partners, Line Ministries, and WFP Activity Managers. This includes establishing baselines and targets according to WFP guidelines. The assistant will consolidate monitoring data for review and evaluation purposes, informing CO management on CSP design and monitoring processes. Specific duties include liaising with various units to collect and verify monitoring data on diverse activities, regularly updating COMET with indicator data, and maintaining issue tracking sheets to flag challenges for resolution. The role also supports the identification of relevant indicators, setting baselines and targets, and generating evidence for intervention design. Furthermore, the assistant will aid in formulating monthly monitoring plans, coordinating M&E workshops, and reviewing monitoring results to develop recommendations for programme improvement.
Work Experience
Requires a minimum of five years of relevant professional experience, specifically in monitoring and database management. Candidates should also have experience in project monitoring, setting up M&E systems, and data management. Basic knowledge of mobile technology for project monitoring and associated software (e.g., ODK, KOBO) is also necessary.
