Job Purpose
The Senior Programme Assistant will support the strategic planning, implementation, and monitoring of livelihood and value chain projects in Caquetá, Colombia. The objective is to enhance the resilience and adaptive capacity of vulnerable communities, particularly indigenous and rural populations, by strengthening their livelihoods and integrating climate change adaptation, gender, and cultural relevance into project activities. The assistant will contribute to the overall strategic goals of WFP Colombia by fostering sustainable development and improving food security.
Responsibilities
The Senior Programme Assistant will be responsible for supporting the strategic planning, implementation, and monitoring of productive projects and value chains in Caquetá. This includes providing technical assistance and specialized support in livelihoods, focusing on socio-productive aspects, markets, and improving production practices for initiatives like the "Tejidos de Sustento y Vida" project and others led by WFP Colombia. Key duties involve designing and implementing technical-productive diagnoses and strengthening plans for assigned organizations, as well as assisting in the design of investment plans based on identified needs. The role requires developing and implementing training plans focused on technical production, climate change resilience, and adaptation, including field schools and collaborative training with partners. The assistant will conduct technical visits to guide improvements in production practices, ensuring environmental, economic, and socio-cultural sustainability. They will also design and implement tools for collecting technical-productive information to analyze productive activities and market management. Supporting the follow-up of productive projects, including calls for proposals, proposal reviews, and technical support, is crucial. Furthermore, the role involves facilitating articulation with private sector actors, public procurement programs, and local markets to integrate producers into value chains, and supporting short circuits and local/regional/national markets. Providing technical assistance for certification and registration processes, collecting and analyzing market dynamics data, and strengthening partner capacities are also key responsibilities. Integrating sustainability, market, gender, protection, environmental, ethnic, and community participation approaches into all activities is essential. The position requires producing periodic progress reports and performing other related tasks as assigned by the supervision team.
Work Experience
Requires five years of professional experience in formulating, implementing, and monitoring rural productive projects or value chains, focusing on community and nature tourism, crafts, livelihoods, and income generation linked to productive and economic strengthening, and food security. Additionally, at least three years of specific experience in technical assistance and strengthening rural or community productive organizations in market access or inclusive business models is needed. Knowledge or experience in value chains relevant to the application department is a plus.
