Organizational Context

Job Purpose
The Programme Associate (Targeting) will provide essential technical and analytical support to the WFP Country Office in Haiti, focusing on targeting and prioritization strategies. This role is crucial for ensuring that WFP's assistance reaches the most vulnerable populations effectively. The incumbent will coordinate outsourced targeting processes, maintain methodological rigor, and contribute to evidence-based decision-making for program design and implementation. Key responsibilities include supporting technical and strategic processes for outsourced targeting, contributing to the design and implementation of targeting mechanisms, evaluating partner proposals for methodological soundness and operational capacity, and supporting budget negotiations. The role also involves establishing monitoring and quality control systems to assess eligibility criteria adherence and identify inclusion/exclusion errors, as well as supporting training and capacity building in targeting and vulnerability analysis.
Responsibilities
The Programme Assistant (Targeting) - VAM role focuses on providing technical and analytical support for targeting and prioritization within the country office in Haiti. Key responsibilities include coordinating outsourced targeting processes, ensuring methodological rigor, and contributing to evidence-based decision-making for program design and implementation. This involves supporting strategic processes for outsourced targeting, offering analytical and methodological assistance, and contributing to the design and implementation of targeting mechanisms, including drafting Expressions of Interest (EOI) and Requests for Proposals (RFP). The role also entails evaluating partner proposals for methodological soundness, operational capacity, and cost-effectiveness, and supporting budget negotiations to balance quality, feasibility, and resource availability. Furthermore, the position involves establishing monitoring and quality control systems to assess eligibility criteria adherence and identify inclusion/exclusion errors, supporting training on targeting and vulnerability analysis, and documenting lessons learned. The Programme Assistant will also contribute to national work plans to strengthen targeting and prioritization capacities, collaborate with gender and protection focal points for inclusive targeting, and integrate targeting strategies into various program activities. The role requires a secondary school diploma, with a university degree in a related field being desirable, and at least six years of progressive experience in food security analysis, targeting, or vulnerability monitoring. Proficiency in English and French is essential.
