Job Purpose

Responsibilities
The National Programme Officer (NOA) in Miragoane, Haiti, will play a crucial role in supporting the World Food Programme's (WFP) Country Strategic Plan (CSP 2024-2028). This involves implementing various activities such as emergency food assistance, nutrition-focused social safety nets, capacity building for smallholder farmers, and enhancing resilience to climate change. The officer will also strengthen the capacities of national and local actors in the fight against hunger. Key responsibilities include planning and overseeing cash-based transfer (CBT) modalities, supervising data compilation, cleaning, and analysis for CBT operations, and generating reports to guide operational decisions. The role also involves supporting the SCOPE focal point for beneficiary registration and identity management (IDM) solutions, collaborating with IT and RAM units. Furthermore, the officer will conduct gender and protection analyses to ensure inclusive food assistance, liaise with logistics and security units for safe distributions, and support the technical capacity building of field staff, partners, and local authorities on SCOPE tools and project management. They will also represent WFP in local technical meetings and contribute to updating monitoring and evaluation (M&E) tools and standard operating procedures (SOPs) to integrate protection and gender indicators, and effectively refer cases of fraud or gender-based violence (GBV). The officer will supervise data management staff, lead teams in implementing integrated data management solutions, and ensure adherence to protection standards during distribution operations. Collaboration with central office units for IDM and SCOPE solutions, and with VAM and M&E units for integrating protection and gender concerns into assessment tools, is also essential. The role includes contributing to budget development, mission plans, and procurement plans, and providing analytical reports and operational improvement proposals to the country office.
Work Experience
Requires a minimum of 3 years of professional experience in project/program management, specifically in emergency food assistance, resilience building, sustainable development, or agriculture/environment. Experience in implementing technical programs, contributing to program design, and prior work in gender equality and protection is essential. Significant field experience with cash transfer programs and at least 2 years with national or international NGOs are also necessary. UN agency experience is a plus.
