Job Purpose
The Programme Policy Officer NOB will be responsible for the overall coordination of the Programme Unit at the Miragoane Field Office, providing guidance and support to staff. This role involves establishing and maintaining effective relationships with internal and external stakeholders to ensure optimal collaboration and project progress, while identifying and mitigating potential risks. The officer will design and coordinate data collection and monitoring systems, ensuring high-quality standards, and contribute to the preparation of monthly distribution plans and delivery notes for timely food assistance. A key aspect will be strengthening the capacity of WFP staff and partners through training and by disseminating policy recommendations and standard operating procedures. The position requires active participation in project development, planning, and processes, ensuring alignment with WFP's global policies and strategies, and providing project management support for substantial programs and projects.
Responsibilities
The National Programme Officer in Haiti will be responsible for the overall coordination of the Programme Unit in Miragoane, providing guidance and support to staff, and acting as a primary point of contact for problem-solving and analysis. This role involves supervising programme staff, fostering effective relationships with internal and external stakeholders to ensure optimal collaboration and monitor project progress, identifying potential risks. The officer will design and coordinate data collection and monitoring systems, ensuring high-quality standards. Key duties include preparing monthly distribution plans and food delivery notes for timely assistance, contributing to capacity building for WFP staff and partners through training materials, and conducting site visits for supervision and monitoring. The role also entails active participation in project development, planning, and processes, ensuring alignment with global programme policies. Furthermore, the officer will provide project management support for specific, defined programmes and projects, ensuring coordinated approaches and adherence to WFP standards. This includes conducting in-depth research and analysis on policy and operational issues to inform decision-making and contributing to accurate, timely programme reports. Supporting the identification, development, and management of potential partnerships is also a crucial responsibility.
Work Experience
Requires at least five years of progressive professional experience in implementing technical programs (Nutrition, Health, Food Assistance, etc.), including program design and strategic decision-making. Additionally, a minimum of three years of experience in food assistance (in-kind or cash-based transfers) is necessary. Field experience in specific departments is desirable. Strong analytical, writing, and communication skills are essential, along with experience in training and facilitation. Familiarity with UN policies and a multicultural work environment is also required.
