Job Purpose
The Budget & Programming Officer will provide critical technical support for the Benazir Nashonuma Programme (BNP) as it transitions to its third phase (Nashonuma 3.0). This role is essential for ensuring a smooth and effective shift from federal to provincial control, aligning with national devolution policies and donor expectations. The officer will be responsible for developing and refining provincial-level budgets, particularly for Sindh and Punjab, and demonstrating the cost-effectiveness of the Nashonuma model to stakeholders. This position will also support WFP's strategic positioning as a continued partner in the devolved context, manage financial reconciliation for the previous phase, and ensure compliance with donor and WFP policies. The role involves contributing to budget revisions, realigning budgets with corporate frameworks, and streamlining financial monitoring for other key projects, ultimately enhancing efficiency and financial oversight within the program.
Responsibilities
The Budget & Programming Officer will play a crucial role in the transition of the Benazir Nashonuma Programme (BNP) into its third phase, Nashonuma 3.0. This involves providing technical support for budget development, focusing on provincial-level budgets for Sindh and Punjab, and aligning them with existing provincial nutrition programs like Mamata and Aghosh. A key responsibility is demonstrating the cost-effectiveness of the Nashonuma model to stakeholders and donors, thereby supporting WFP's strategic positioning as a continued partner in a devolved governance structure. The role also entails supporting the closure of the previous phase, including financial reconciliation, and facilitating the registration of Nashonuma 3.0 by ensuring compliance with donor and WFP policies. Additionally, the officer will refine and update budgets for 2026-2027, realign the Country Strategic Plan (CSP) budget with the Corporate Results Framework, and support preparatory work for a potential two-year CSP extension. Streamlining financial monitoring for other major projects, providing technical support for Budget and Planning (B&P) processes, and enhancing the efficiency and coordination of B&P structures are also key accountabilities. Capacity-building for new staff in B&P processes is also part of the role's responsibilities.
Work Experience
Requires a minimum of 3 years of post-graduate professional experience in government budgeting, donor-funded programmes, or social protection. Familiarity with provincial health and nutrition programmes in Pakistan is also needed, along with strong analytical and facilitation skills.
