Job Purpose
The Programme Associate - CBT will play a pivotal role in the creation and oversight of the country's Cash-Based Transfer (CBT) cycle. This includes coordinating teams, reconciling transfers, managing distribution reports, processing invoices, and liaising with various offices and stakeholders. The role is crucial for ensuring the quality and timely execution of CBT activities, aligning with WFP's Country Strategic Plan for Haiti. The associate will support specialized project management in CBT programs, ensuring adherence to WFP standards and procedures, and will be responsible for beneficiary list preparation, distribution monitoring, and financial partner coordination. This position also involves updating operational tracking tools, supervising CBT assistants, and contributing to capacity building for financial partners, ultimately ensuring efficient and effective humanitarian assistance delivery.
Responsibilities
The Program Assistant, Cash-Based Transfers (CBT) will support cash transfer activities in Port-au-Prince, Haiti, ensuring adherence to WFP standards. This role involves specialized project management support for CBT programs, overseeing timely and accurate distribution of cash assistance in collaboration with partners, financial service providers, and internal WFP units. Key responsibilities include preparing beneficiary lists, monitoring distribution activities, liaising with stakeholders, and updating operational tracking tools. The assistant will also supervise other CBT assistants, provide technical support, and maintain up-to-date data for reporting and decision-making. This includes managing reconciliations, processing financial service provider invoices, and ensuring efficient use of allocated resources. The role requires contributing to capacity building for partners, managing the SCOPE platform for interventions, and participating in field missions to assess and resolve operational challenges. Deliverables include ensuring staff understand CBT procedures, timely distribution schedules, efficient reconciliation processes, and up-to-date tracking tools, fostering strong collaboration with all involved parties.
Work Experience
Requires at least four years of progressive experience in project management, planning, and billing. Additionally, a minimum of two years of experience in implementing food assistance activities (in-kind or cash transfers) is necessary. Experience in humanitarian settings or with NGOs is advantageous, as is experience with reporting, the SCOPE platform, and COMET.
