Job Purpose
The Programme Policy Officer (Cash Based Transfers) will play a crucial role in advancing WFP South Sudan's vision for Cash Based Transfers (CBT), aiming to make it a robust programmatic instrument beyond a simple transfer modality. This position will provide expert advice and support to field offices on CBT implementation, ensuring consistency with WFP policies and driving the strategic use of SCOPE and Identity & Digital Management (IDM) systems to enhance beneficiary lifecycle management and data quality. The role involves promoting system interoperability, advising on strategic trade-offs for CBT delivery models, and contributing to the development of a long-term country vision for digital assistance delivery. Additionally, the incumbent will co-chair the National Cash Working Group, facilitating discussions among diverse stakeholders to promote coherent and harmonized approaches to cash assistance and contributing to evidence-based decision-making and learning.
Responsibilities
The Programme Policy Officer - Cash Based Transfers (CBT) role in South Sudan involves supporting WFP's life-saving and resilience programs by optimizing the use of cash-based transfers. A significant portion of the role (60%) focuses on advancing the Country Office's vision for CBT, ensuring efficient and effective delivery of assistance through various modalities, including in-kind food, CBT, and capacity strengthening. This includes driving the strategic use of WFP's SCOPE platform and Identity & Digital Management (IDM) systems to enhance beneficiary management, data quality, and scalability. The officer will promote system interoperability with partners and contribute to a long-term vision for digital assistance delivery. They will advise management on strategic trade-offs related to CBT models, focusing on cost-efficiency, risk, access, inclusion, and digital solutions. Additionally, the role involves developing functional training for WFP staff and partners, promoting evidence-based decision-making, and facilitating discussions within the National Cash Working Group (40% of time). This includes engaging diverse actors, advocating for coherent approaches, developing tools and guidance, liaising with clusters to ensure complementarity, and promoting coverage of cash assistance through information sharing and gap analysis. The officer will also facilitate a community of practice to document lessons learned and compile evidence for interventions.
Work Experience
Master's degree holders require a minimum of five years of postgraduate professional experience in designing and implementing cash-based transfer programs in humanitarian or development settings, involving collaboration with government, private sector, NGOs, and civil society. Bachelor's degree holders need a minimum of seven years of such experience. Additionally, at least three years of field-based experience is mandatory.
