Job Purpose
The Programme Associate (GFA Catchment Focal) will play a crucial role in supporting the implementation of the General Food Assistance (GFA) program at the camp level in Cox's Bazar. This position involves extensive coordination with various stakeholders, including government entities, site management agencies, UNHCR/IOM, and cooperating partners, to ensure the effective delivery of food assistance. The incumbent will lead relocation and rapid response efforts, oversee monthly distribution plans, and provide technical guidance to partners on WFP systems and procedures. Responsibilities also include supporting financial oversight, ensuring data quality, monitoring market activities, managing protection and referral pathways, and reporting on program implementation. This role is vital for maintaining program quality and ensuring beneficiaries receive timely and accurate assistance.
Responsibilities
The Programme Associate (GFA Catchment Focal) plays a crucial role in implementing the General Food Assistance (GFA) program at the camp level. This involves strategic representation of WFP/GFA, leading the Food Security Sector, and coordinating with government entities, site management agencies, and protection actors to ensure aligned camp operations. A key responsibility is leading relocation activities and rapid response efforts, guaranteeing displaced families receive immediate assistance. The role also entails overseeing monthly distribution plans to ensure beneficiaries receive their full entitlements accurately and on time. Providing technical support to Cooperating Partners (CPs) on WFP systems like SCOPE and Blockchain, and ensuring adherence to GFA Standard Operating Procedures (SOPs) is vital. Financial oversight, including supporting CPs with financial planning and invoice reviews, is also part of the role, ensuring operational readiness for missions. The associate will monitor and analyze GFA databases for data integrity, support market initiatives, and facilitate referrals for protection cases. They will also follow up on monitoring findings to implement corrective actions, coordinate with internal WFP units, and report on program implementation and quality. Daily support to Program Assistants and field teams is expected to ensure activities align with operational guidelines and WFP procedures.
Work Experience
Requires a minimum of 6 years of experience working in camps, with a strong understanding of camp dynamics. Basic knowledge of humanitarian principles and code of conduct is necessary. Prior experience with WFP is considered an asset.
