Job Purpose

The Digital Innovation Officer will serve as a senior technical advisor, working closely with government counterparts in the Dominican Republic to co-design, implement, and monitor digital transformation initiatives. This role is crucial for aligning digital solutions with national strategies and the WFP Country Strategic Plan, fostering multisectoral collaboration, and ensuring the sustainability and impact of these initiatives. The officer will drive the innovation portfolio, overseeing projects from ideation to implementation, supporting business modeling, adoption strategies, and resource mobilization. Key responsibilities include providing strategic advice, facilitating partnerships, developing capacity-building programs for public sector staff, establishing monitoring frameworks, and ensuring regulatory compliance. The ultimate goal is to enhance digital governance and deliver measurable impact through innovative digital solutions, ensuring government ownership and long-term viability.

Responsibilities

The Digital Innovation & Business Transformation Officer will act as a senior technical advisor, collaborating with government counterparts in the Dominican Republic to design, implement, and monitor digital transformation initiatives. This role supports the nation's digital strategy and the World Food Programme's Country Strategic Plan, focusing on national ownership, capacity building, and sustainability. The officer will drive the innovation portfolio, ensuring strategic alignment and measurable impact by prioritizing projects, assisting with business modeling, and supporting resource mobilization. Key responsibilities include providing strategic advice, fostering multisectoral collaboration, overseeing digital solution pilots, leading co-design efforts, and ensuring government ownership of digital services. The role also involves developing capacity-building programs for public sector staff, establishing knowledge-sharing platforms, and creating monitoring frameworks to track progress and impact. Additionally, the officer will ensure appropriate legal and regulatory frameworks are in place and report on results, challenges, and lessons learned to WFP, government, and donors. Deliverables include a co-developed digital transformation roadmap, a portfolio of prioritized digital initiatives, capacity-building plans, a monitoring and evaluation framework, formalized partnerships, knowledge products, and a sustainability and exit strategy.

Work Experience

Requires at least 8 years of progressive international experience in digital transformation, technology, innovation, or start-up leadership. Relevant experience in both private and public sectors is necessary.
