Job Purpose
The Programme Assistant (Field Support) will play a crucial role in strengthening sub-national government capacities and ensuring the effective coordination and implementation of WFP-supported activities under the Timor-Leste Country Strategic Plan (CSP) 2026–2030. This position will provide essential support to municipal authorities in key areas, including the National School Feeding Programme, School Health and Nutrition, emergency preparedness and response, nutrition-sensitive social protection, and local supply chain functions. Key responsibilities include conducting field monitoring and reporting, facilitating capacity strengthening initiatives for government and communities, overseeing food and cash distributions, supporting school feeding and home-grown value chains, coordinating with line ministries and partners, and ensuring that protection, accountability, gender, disability inclusion, and nutrition standards are integrated into all field activities.
Responsibilities
The Programme Assistant (Field Support) role focuses on strengthening sub-national government capacities and ensuring the effective coordination and implementation of WFP-supported activities within Timor-Leste's Country Strategic Plan (CSP) for 2026-2030. This position will provide crucial support to municipal authorities across several key areas, including the National School Feeding Programme, specifically the Home Grown School Feeding modality, and School Health and Nutrition initiatives. The role also encompasses emergency preparedness and response, nutrition-sensitive social protection programs, and local supply chain functions. Key responsibilities include conducting timely and accurate field monitoring and reporting, facilitating capacity-building for government and community stakeholders, and overseeing the distribution of food and cash assistance. The assistant will also support school feeding and home-grown value chains by engaging with farmer groups and cooperatives, coordinating with municipal line ministries and partners, and ensuring that protection, accountability, gender, disability inclusion, and nutrition integration standards are consistently upheld in all field operations. The role requires strengthening coordination with municipal counterparts, ensuring smooth program implementation, and facilitating information flow between municipal and national levels. Additionally, the assistant will support capacity strengthening through assessments, training, and technical assistance in various nutrition-related activities and monitoring and evaluation tasks. Accurate data management, reporting, and commodity management oversight are also critical components of this role, ensuring alignment with program guidance and standards.
Work Experience
Requires a minimum of 5 years of relevant professional work experience. Candidates should have experience facilitating communication with technical teams, contributing to program implementation, and observing or assisting with policy discussions.
