Organizational Context
WFP Pakistan is launching a five-year school meals program in Karachi to address the high number of out-of-school children and learning deficiencies. The program will provide daily hot meals and complementary literacy and WASH interventions to 100,000 children in government schools. It aims to improve enrolment, attendance, literacy, health, and nutrition, while also strengthening the provincial government's capacity for a scalable school meals program.
Job Purpose
The Monitoring and Evaluation Officer (School Meals) will be instrumental in ensuring the operational accountability and learning of WFP's new school meals program in Karachi. This role is crucial for overseeing daily monitoring, managing field staff, and supporting external evaluations, market assessments, and special studies. The incumbent will analyze project data to identify challenges and recommend corrective actions, conduct field visits to ensure data quality and operational oversight, and document lessons learned for program improvement and scaling. By closely collaborating with project management, M&E teams, and other units, the officer will contribute to timely reporting, effective decision-making, and the overall success of the program in improving children's education and well-being.
Responsibilities
The Monitoring and Evaluation (M&E) Officer for the School Meals program in Karachi, Pakistan, plays a crucial role in ensuring the program's accountability and facilitating learning. Key responsibilities include aligning M&E activities with program goals, leading the M&E team through supervision and capacity building, and providing technical support to staff for implementing M&E systems. The officer will analyze project data monthly, identify challenges, and suggest corrective actions. Field visits are essential for oversight of central kitchens and schools, monitoring data quality, and providing on-the-spot training. This role also involves capturing and documenting lessons learned to advocate for best practices. The M&E Officer will coordinate evaluations, studies, and special project assessments, and manage the M&E budget. Additionally, they will support the McGovern-Dole program's implementation by reviewing work plans, coordinating with cooperating partners for Literacy and WASH interventions, liaising with internal teams, developing SOPs and training materials, coordinating community mobilization, and supporting report writing for stakeholders like the USDA. The position requires strong analytical and writing skills, experience leading M&E teams, and proficiency in English and Urdu, with Sindhi being a plus.
Work Experience
Requires a minimum of 3 years of post-graduate professional or managerial experience.
