Organizational Context

The Asset Creation for Livelihoods (ACL) initiative supports communities in building productive, climate-resilient assets like water harvesting systems and soil conservation structures to enhance food security and local capacity.
Job Purpose
The Engineer will provide specialized civil and agricultural engineering expertise to support WFP's resilience and livelihood infrastructure projects in Nigeria. This role is crucial for ensuring the effective design, implementation, and quality assurance of community assets built under the Asset Creation for Livelihoods (ACL) program and related resilience interventions. The objective is to guarantee that all constructed assets meet technical standards, are fit for purpose, and contribute significantly to improving the food security, environmental restoration, and overall resilience of targeted vulnerable populations in conflict-affected areas.
Responsibilities
The role involves comprehensive engineering and project management for resilience and livelihood activities, ensuring adherence to WFP standards, national codes, and environmental safeguards. Key responsibilities include leading the technical design and costing of small-scale civil and agricultural infrastructure such as solar-powered irrigation, soil and water conservation structures, watershed restoration, water harvesting systems, and post-harvest facilities. This entails conducting feasibility studies, site assessments, and surveys, and preparing detailed engineering drawings, Bills of Quantities (BoQs), scopes of work, and technical specifications for procurement. The position also requires overseeing construction and rehabilitation projects, ensuring quality assurance, safety compliance, and proper documentation through regular field monitoring. Technical support will be provided to implementing partners, government bodies, and communities, including capacity building on asset management and maintenance, and fostering community participation. Furthermore, the role supports procurement and contract management, maintains engineering records, and contributes to data compilation for reporting and knowledge management, including documenting lessons learned and promoting innovative technologies. Cross-cutting responsibilities include ensuring compliance with environmental and social safeguards and integrating gender, protection, nutrition, and social cohesion considerations into project design and implementation.
Work Experience
Requires 5 to 10 years of progressive experience in rural engineering, irrigation development, watershed management, and construction supervision, or related fields. Experience in designing and supervising small and large-scale civil works in rural or emergency settings is also desired, as is experience with resilience building, food systems, or humanitarian/development programs.
