Job Purpose
The Programme Policy Officer (Adaptive Social Protection Expert) will provide crucial technical and operational support to the Punjab Social Protection Authority (PSPA) in establishing foundational architecture for an adaptive social protection system. This involves embedding disaster risk management within social protection policies and programmes, developing protocols for climate and disaster hazards, and integrating relevant data for shock-responsive design. The role will also contribute to assessments on linking social protection with disaster risk financing and parametric insurance schemes, aiming to enhance the system's readiness for emergency cash assistance and improve its overall effectiveness in responding to crises and climate shocks.
Responsibilities
The Programme Policy Officer (Adaptive Social Protection Expert) will provide crucial technical and operational support to the Punjab Social Protection Authority (PSPA) in Pakistan. The primary goal is to strengthen social protection systems, making them more effective and responsive, especially during crises. This involves embedding disaster risk management into social protection policies and programs. Key responsibilities include developing adaptive social protection policies and frameworks, creating protocols for climate and disaster hazards, and integrating disaster risk data into PSPA systems for better shock-responsive targeting. The expert will also help establish procedures for emergency cash assistance and review past responses to climate shocks. Furthermore, the role involves actively participating in assessments to identify opportunities and challenges in linking social protection with disaster risk financing and exploring the feasibility of parametric insurance schemes. This position aims to build the foundational architecture for an adaptive social protection system, ensuring early operational readiness and enhancing the government's capacity to support vulnerable populations during emergencies and climate-related events.
Work Experience
Requires a minimum of 3 years of post-graduation professional experience. An additional 7 years of experience in developing policies and programs related to social protection, disaster risk financing, emergency preparedness/response, or climate resilience is advantageous. Experience working with UN agencies, non-government entities in humanitarian response and social protection, and governments at national/local levels, donors, partners, and research institutes is also desired.
