Job Purpose
The Programme Policy Officer (Social Protection and Disaster Risk Finance Expert) will provide crucial technical support to Pakistan's Ministry of Climate Change and Environmental Coordination, specifically within the Global Shield Implementation and Monitoring Cell. This role is instrumental in advancing disaster risk financing and social protection components under the Global Shield against Climate Risks initiative. The expert will contribute to institutional strengthening, enhance stakeholder coordination, and provide technical guidance for the effective design and implementation of interventions. Key responsibilities include assessing existing capacities, mapping stakeholders, embedding disaster risk finance and social protection elements into communications and advocacy, and supporting monitoring and reporting efforts. The objective is to strengthen Pakistan's resilience against climate-related losses and damages by operationalizing shock-responsive social protection mechanisms linked to pre-arranged financing instruments.
Responsibilities
The Programme Policy Officer (Social Protection and Disaster Risk Finance Expert) will play a crucial role in advancing Pakistan's climate resilience initiatives, specifically within the Global Shield against Climate Risks framework. This position involves providing essential technical support to the Ministry of Climate Change and Environmental Coordination (MoCC&EC) and its Global Shield Implementation and Monitoring Cell. Key responsibilities include assessing and strengthening the capacities of the MoCC&EC in disaster risk financing and social protection, identifying gaps, and proposing institutional strengthening mechanisms. The expert will map stakeholders involved in disaster risk finance and social protection to maximize their contributions, focusing on shock-responsive conditional cash transfers and their integration with pre-arranged financing instruments like adaptive/anticipatory financing and parametric insurance. This role requires providing technical guidance for the implementation of the support package, coordinating with international, national, and provincial stakeholders, and supporting monitoring activities. Furthermore, the position entails embedding disaster risk financing and social protection elements into communication and advocacy efforts, facilitating workshops, and ensuring alignment with Global Shield principles and Pakistan's priorities. The expert will also support coordination among various government and non-government actors and prepare progress reports. This role is vital for institutional strengthening, effective intervention design, and successful implementation of climate risk financing solutions in Pakistan.
Work Experience
Requires a minimum of 3 years of relevant professional experience in disaster risk finance and/or social protection.
