Job Purpose
The Emergency Preparedness & Response Officer will play a crucial role in strengthening WFP's capacity to anticipate, prepare for, and respond to humanitarian crises in Ghana, particularly in the context of the Gulf of Guinea Emergency Response. This position involves coordinating program delivery, developing project proposals to address food insecurity and nutrition needs, and ensuring alignment of expenditures with project budgets. The officer will liaise with government and non-governmental partners to enhance coordination and strategic design, positioning WFP as a key partner. Responsibilities include ensuring programs adhere to WFP's highest standards, ethics, and humanitarian principles, and supporting capacity strengthening initiatives for early warning analysis and anticipatory action. The role also involves contributing to risk analysis, supporting affected populations, and implementing knowledge management strategies to enhance overall emergency response effectiveness.
Responsibilities
The Emergency Preparedness & Response Officer will coordinate and ensure the delivery of programs in line with signed agreements and project documents with donors and partners. This role involves writing project proposals to address food insecurity and nutrition needs within Ghana's context, and ensuring program expenditures align with project budgets. The officer will liaise with the Budget Planning Unit (BPU) to guarantee resource availability and adherence to WFP policies. Leadership is crucial for mentoring and upskilling the team, enhancing both technical and soft skills. Collaboration with government and non-governmental partners is essential for strategic design and program impact, positioning WFP as a key partner. Coordination with internal WFP units at country and headquarters levels is necessary for timely implementation according to WFP guidelines. The role demands upholding the highest standards of ethics and humanitarian principles, reporting any fraud or unethical behavior promptly. Responsibilities also include strengthening capacity for gender-sensitive, evidence-based early warning analysis, anticipatory action, disaster risk reduction, and response, including disaster risk financing. Additionally, the officer will support crisis-affected populations with unconditional assistance and social/behavior change activities, and contribute to knowledge management strategies.
Work Experience
Requires a minimum of two years of experience in Emergency Preparedness Response, preferably within the humanitarian or international development sectors. Key skills include the ability to work independently and collaboratively, strong leadership, effective coordination of multiple teams and activities, excellent organizational and prioritization skills, data analysis experience, and good communication abilities.
