Organizational Context

This role is based in Caracas, Venezuela, within a Country Office. The position reports to a senior Supply Chain Officer, contributing to integrated supply chain operations and providing analytical support for market-based interventions.
Job Purpose
The Market Based Officer will provide essential analytical support and contribute to the effective implementation of supply chain activities, particularly focusing on market-based interventions. This role involves analyzing operational contexts, contributing to the development and execution of supply chain plans, and supporting the management of retail networks to meet beneficiary needs and partner requirements. The officer will conduct financial and market analyses, identify opportunities for operational optimization, and collaborate with internal and external stakeholders to ensure an integrated and cost-effective supply chain approach. This position is crucial for enhancing WFP's ability to deliver timely and efficient food assistance through market mechanisms, supporting national capacity strengthening and achieving operational excellence.
Responsibilities
The role involves contributing to the development and implementation of supply chain plans and procedures, aligning with global and regional strategies to enhance operational efficiency, agility, reliability, and quality, while also supporting national capacity building. Key responsibilities include analyzing country contexts, managing end-to-end supply chain and retail networks to address challenges and optimize operations. This includes implementing supply chain initiatives for timely and cost-effective service delivery, collecting and analyzing data to identify improvement opportunities, and conducting financial analysis and budget reviews to maximize resource utilization. Collaboration with internal and external partners is crucial for an integrated supply chain approach. The role also entails market analysis, supply chain network mapping, and supporting supply chain projects and daily activities to ensure compliance with strategies, policies, and controls, contributing to quality control, loss prevention, and risk mitigation. Monitoring supply chain activities for adherence to internal controls, managing service providers, and preparing accurate reports for informed decision-making are also essential. Furthermore, the position requires guiding support staff, contributing to emergency preparedness, and coordinating with stakeholders for market-based interventions and strategic supply chain planning, including providing technical input for procurement processes.
Work Experience
The role requires 6 years of relevant work experience. This includes experience in analyzing operational contexts and trends, supporting analytical and conceptual work on supply chain strategy and implementation, designing plans and operational scenarios, analyzing end-to-end supply chain operations, working with supply chain information systems, and troubleshooting operational issues.
