Organizational Context
This position is based in Caracas and reports to the Finance Officer. At this level, incumbents are expected to demonstrate responsibility and initiative in independently handling complex queries with only general guidance. They must exercise good judgment in dealing with unforeseen problems that may arise daily. Incumbents are required to manage resources and instruct and coordinate a team of support staff, or provide specific support services.
Job Purpose
The Finance Associate (G6) in Caracas will coordinate and provide support services in finance, budget, and administration. This role is crucial for ensuring the efficient functioning of support services and informing decision-making by accurately recording and interpreting financial and budgetary information. The incumbent will support the preparation, execution, and monitoring of budgets, oversee expenditure forecasts, and ensure timely processing of payments to staff and external vendors. They will also monitor daily cash positions to optimize surplus cash and maximize investment returns, and vigilantly monitor and analyze ledger accounts to implement corrective measures. This position contributes to the preparation of monthly financial reports and provides analytical data to optimize the Finance Unit's operations. The role also involves supervising and guiding support staff in financial resource management and ensuring compliance with WFP financial policies, norms, and regulations.
Responsibilities
The Finance Associate plays a crucial role in supporting the World Food Programme's financial operations, ensuring efficiency and compliance. Key responsibilities include providing technical and procedural guidance on financial and budgetary matters, adhering to WFP's policies and regulations. This involves assisting in the development and implementation of financial policies and procedures, as well as setting up and maintaining accounting systems and internal controls. The role requires diligent monitoring of daily cash positions to optimize surplus cash and maximize investment returns. It also entails processing all payments to staff and external vendors accurately and on time, while meticulously tracking ledger accounts to identify and rectify discrepancies. Furthermore, the Finance Associate contributes to budget preparation, execution, and monitoring, forecasting future funding needs. They coordinate with various teams to ensure seamless financial and administrative services, and are expected to compile data for monthly financial reports. A significant aspect of the role involves supervising and training support staff in financial resource management, including petty cash and imprest accounts. In emergency situations, the Finance Associate must remain prepared to provide immediate financial support. The position also involves acting as a deputy to the Finance Officer in their absence, ensuring continuity of operations and timely decision-making. Critical thinking and risk management are essential, as is overseeing financial management and transparency with partners, and conducting field monitoring missions. Continuous process improvement in financial management is also a key expectation.
Work Experience
The role requires a university degree in Accounting, Business Administration, Finance, or a related field. Desired experience includes evaluating the financial health of cash and voucher projects, working with auditors and external vendors, and demonstrating strong financial analysis skills. Experience reviewing funding authorizations and expenditure certificates with partner NGOs is also beneficial.
