Organizational Context
This position is based in Caracas, Venezuela, reporting to a logistics officer or head of unit. The role requires independent response to inquiries with general guidance on WFP and common logistics services. It involves using discretion for unforeseen issues and often supervising a small team, providing guidance to staff.
Job Purpose
To provide specialized support functions and/or supervise staff in standard logistics and supply chain processes, ensuring the effective delivery of goods and services across all delivery modalities. This includes coordinating requests, managing supplier contracts, supporting market information gathering, and preparing/monitoring budgets. The role is crucial for ensuring timely delivery of assistance to beneficiaries by managing inventory, supporting accounting data integrity, and analyzing operational workflows. It also involves processing necessary documentation, resolving operational issues, and liaising with stakeholders to facilitate logistics operations. Furthermore, the position supports emergency preparedness and response activities, contributing to the overall effectiveness of WFP's mission.
Responsibilities
The primary responsibilities of this role involve providing specialized support and potentially supervising staff in logistics and supply chain operations to ensure the effective delivery of goods and services. This includes coordinating requests and ensuring timely delivery of commodities and supplies to authorized partners and destinations. The position requires managing vendor activities, including performance monitoring and evaluation, and supporting market information gathering and vendor assessments. A key aspect is resolving specialized inquiries and requests with initiative and excellent customer service, while also preparing, supervising, and reviewing budgets for all delivery modalities, ensuring compliance with corporate standards. The role involves overseeing inventory management processes, tracking trends, and reporting on stock status from origin to beneficiary. Additionally, it requires supporting the quality and integrity of commodity accounting data, analyzing operational workflows, and contributing to operational planning. Processing necessary documentation for logistics operations, such as customs clearance and invoice verification, and resolving operational issues are also crucial. The role entails conducting research, gathering data, performing analysis, and preparing reports to inform decision-making. Serving as a liaison with internal and external stakeholders, supervising support staff, and supporting emergency logistics preparedness and response activities are also part of the responsibilities. Finally, managing vendor service contracts, including preparation of tender documents, evaluation support, contract award, modifications, and closure, along with monitoring vendor performance, is essential.
Work Experience
The role requires a minimum of 6 years of relevant work experience. This includes experience in maintaining corporate systems, handling inquiries about ongoing shipments, project status, insurance claims, and food stocks. Additionally, experience in managing and executing contracts with external service providers, preparing contractual documentation, and tracking/reporting on budgets is necessary.
