Job Purpose
The Associate Budget and Programme Officer will provide specialized support for the efficient planning, monitoring, and analysis of project financial performance to optimize resource utilization. This involves examining budget plans, tracking financial outcomes, and recommending actions aligned with WFP's financial policies. The role requires comprehensive analysis of fund and donation balances, identifying surpluses and deficits, and proposing corrective measures to maximize fund utilization and support decision-making. Additionally, the position contributes to supply chain management oversight, internal process improvements, and the design of tools to enhance overall planning, expenditure forecasting, and budget management. Accurate data entry into institutional systems and timely reporting are crucial for supporting internal and external stakeholders.
Responsibilities
The primary responsibilities involve comprehensive financial analysis and resource optimization for projects. This includes meticulously examining budgetary plans, closely monitoring financial outcomes, and analyzing project performance against established best practices and WFP's financial policies. A key duty is conducting thorough analyses of fund and donation balances, identifying any surpluses or deficits, and proposing corrective actions to ensure maximum fund utilization and informed decision-making. Support is also provided to supply chain management through efficient oversight, aiming to prevent disruptions and enhance operational effectiveness. Contributions are expected towards improving internal processes, strengthening institutional systems, and designing tools that facilitate overall planning, expenditure forecasting, budget management, and resource utilization tracking. Accurate and timely entry of budgetary and revision information into institutional systems is crucial for accessibility and decision support. Furthermore, the role requires reviewing, compiling, and analyzing data, maintaining precise records, and preparing regular and special reports for internal and external stakeholders. Effective communication with stakeholders regarding project fund management is essential for clarifying discrepancies and optimizing fund usage. The position also involves mentoring other support staff in budgeting, fund management, and operational planning to foster continuous professional development and service consistency. Finally, adherence to emergency preparedness standards is necessary to ensure rapid response and resource deployment during crises.
Work Experience
Requires 6 years of relevant work experience, including assisting in budget preparation and management. Experience in monitoring budgets, resource plans, and supply chains is necessary. Familiarity with budget-related issues and resource allocation within the WFP budgeting system is also required.
