Organizational Context

In Lebanon, WFP offers cash and in-kind assistance, supports social safety nets, and implements resilience-building and school meals programs.

Job Purpose

The Programme Policy Officer will support policy and programme activities to effectively meet food assistance needs, with a specific focus on WFP's emergency programme scale-up and the expansion of community kitchens in Lebanon. This role involves coordinating with relevant units within the Lebanon Country Office and Beirut Field Office to explore cold meal options, distribute school snacks to internally displaced persons (IDPs), assess cooking setups in shelters, and identify operational opportunities to address evolving needs. The incumbent will contribute to project development, provide project management support for small to moderate projects, ensure rigorous data gathering and monitoring, and research policy and operational issues. Additionally, the role involves preparing timely reports, liaising with internal counterparts, supporting partnership development, and contributing to capacity building for WFP staff and partners.

Responsibilities

The Programme Policy Officer plays a crucial role in supporting and developing WFP's food assistance programmes. Key responsibilities include contributing to project development, ensuring alignment with broader policies, and providing project management support for small to moderate-sized initiatives. This involves maintaining rigorous data gathering and monitoring systems to ensure quality standards are met. The officer will research and analyze policy and operational issues to aid senior colleagues in policy and programme development. They will also contribute to accurate and timely reporting for informed decision-making and stakeholder communication. Collaboration with internal counterparts is essential for effective project monitoring. Furthermore, the role involves supporting the identification, development, and management of partnerships to enhance food assistance packages. A significant aspect is capacity building for WFP staff, partners, and national governments in preparing for and responding to food assistance needs, often through project management of learning initiatives. The officer will also provide guidance and support to junior staff, acting as a point of reference for analysis and queries, and undertaking other duties as required to support the organization's mission.

Work Experience

Requires one or more years of postgraduate professional experience after an advanced university degree, or three or more years of experience after a first university degree, specifically in implementing humanitarian activities.
