Job Purpose
The Government Partnerships Consultant will support the WFP Japan Relations Office (TOK) in strengthening communication and accelerating partnerships with the Government of Japan, its ministries, and institutions. This role involves identifying and diversifying partnerships and funding sources, including with the Japanese private sector and agencies like JICA, to secure resources, technical assistance, and innovative solutions. The consultant will provide tailored support to WFP Country and Regional Offices for Japan-funded projects, analyze stakeholder needs, and prepare high-quality briefing materials to enhance dialogue and trust. Key responsibilities include supporting WFP's engagement in Japan-led policy fora, coordinating advocacy and visibility initiatives, and assisting with political engagement, including with the WFP Parliamentary League of Japan. The role also involves gathering and analyzing intelligence on Japan's socio-political and funding landscape to inform strategic decision-making and maintain accurate forecasting.
Responsibilities
The Government Partnerships Consultant will play a crucial role in strengthening the World Food Programme's (WFP) engagement with the Government of Japan and other key Japanese entities. This involves implementing work plans to enhance communication and collaboration with ministries and institutions, thereby accelerating partnership development. A key responsibility is to diversify funding sources and partnerships by identifying opportunities with ministries, agencies, and the private sector, and facilitating the matching of country office needs with Japanese technologies or services. The consultant will provide tailored support to WFP country and regional offices for the development and implementation of Japan-funded projects, analyzing stakeholder needs to foster ongoing and new partnerships. This includes preparing high-quality briefing materials, supporting WFP's participation in Japan-led policy fora, and organizing events to enhance understanding of Japan as a donor. The role also involves supporting political engagement, including activities with the WFP Parliamentary League of Japan, and assisting in dialogues with parliamentarians. Furthermore, the consultant will contribute to drafting partnership proposals and agreements, ensuring compliance with corporate standards. Gathering and analyzing intelligence on Japan's socio-political developments and funding decisions will be essential for strategic insights, with accurate forecasting maintained through designated systems. The consultant will also coordinate advocacy and visibility initiatives, including high-level missions and public seminars, to promote WFP's work and its contributions to the Sustainable Development Goals and Zero Hunger.
Work Experience
Requires 3-5 years of professional experience in humanitarian assistance, official development assistance (ODA), fundraising, advocacy, or partnership-building. Prior experience with WFP country offices and the Japanese public sector is advantageous. A strong understanding of humanitarian/development aid, WFP operations, partnership strategies aligned with SDGs, and familiarity with Japan's ODA policies and political landscape are beneficial.
