Job Purpose
The Monitoring & Evaluation Officer will be instrumental in strengthening and transforming the evidence base that informs WFP's programming in Jordan. This role involves advanced analysis, monitoring implementation, communicating results, and supporting impact evaluations. The officer will contribute to capacity strengthening initiatives for government institutions, enhancing their ability to generate and utilize evidence effectively. Key responsibilities include developing monitoring frameworks, ensuring data quality, and producing high-quality reports. The position requires a strong understanding of M&E systems, quantitative and qualitative research methodologies, and proficiency in data analysis software. The role aims to ensure WFP's Country Strategic Plan objectives are met through robust evidence generation and effective communication, fostering learning and informed decision-making.
Responsibilities
The M&E Officer will be responsible for strengthening and transforming the evidence base that informs WFP programming in Jordan. This includes contributing to advanced analysis, monitoring implementation, and communicating results. The role involves implementing impact evaluations and conducting capacity strengthening activities aligned with the WFP Country Strategic Plan. Key accountabilities include leading discussions on monitoring system development, creating and updating the Line of Sight and Logframe, and providing technical oversight for monitoring plans and methodologies. The officer will ensure the quality of outcome and output indicators, write monitoring reports, and mainstream gender, equity, disability, protection, and human rights in M&E work. Additionally, the role requires designing monitoring studies, conducting advanced statistical analysis, and communicating findings through various formats to facilitate learning and decision-making. Supporting evaluation exercises, documenting lessons learned, and enhancing data visualization are also crucial. The officer will also support capacity-strengthening initiatives for M&E practices, identify and address gaps, supervise data quality assurance, and potentially supervise junior staff. Fluency in English and Arabic is required, along with strong technical expertise in M&E systems, qualitative and quantitative research methodologies, and data analysis software.
Work Experience
Requires at least five years of post-graduate experience, including one year of professional experience in statistical analysis, monitoring and evaluation, and capacity building. Strong technical expertise in designing and implementing M&E systems for development programs is essential, particularly in areas like food security or social protection. Proficiency in qualitative and quantitative research methodologies, data analysis software (Excel, SPSS, STATA, R), and strong analytical and communication skills are also necessary.
