Job Purpose

The Programme Policy Officer - Social Protection and Government Support will lead WFP's engagement in strengthening Jordan's national social protection systems. This role involves providing technical assistance and advisory services to government entities, enhancing the effectiveness, efficiency, and shock-responsiveness of social protection programs like the National Aid Fund and the National School Feeding Programme. The officer will guide WFP's strategy, foster partnerships, and oversee capacity-strengthening initiatives for ministries and agencies. Key responsibilities include developing roadmaps, facilitating policy dialogues, advising on social assistance, managing the school feeding collaboration, and ensuring synergy across WFP's social protection portfolio, ultimately contributing to more inclusive and resilient social protection for vulnerable populations in Jordan.

Responsibilities

The Programme Policy Officer – Social Protection and Government Support role involves managing and expanding WFP's support to Jordan's national social protection systems. Key responsibilities include providing technical assistance and advisory services to enhance government structures, particularly the Ministry of Social Development (MoSD), National Aid Fund (NAF), and Ministry of Education (MoE). The officer will lead initiatives to operationalize the Shock-Responsive Social Protection (SRSP) pillar of the National Social Protection Strategy, developing roadmaps, facilitating dialogues, and supporting the creation of essential documents like SOPs and communication protocols. This includes advising on social assistance programs, conducting capacity needs assessments, and investing in key information management systems. The role also entails guiding WFP's overall social protection strategy in Jordan, fostering partnerships, representing WFP in policy forums, and exploring linkages for informal workers to social security schemes. Furthermore, the officer will oversee the implementation of capacity strengthening for the MoE regarding the national school feeding program, aiming for its eventual handover. This includes developing a capacity strengthening package and supporting the MoE in establishing a local financing model. The position also requires managing the social protection and school feeding teams, ensuring timely delivery of outputs, and fostering a high-performing, motivated team through coaching and mentoring. The officer will also lead WFP's collaboration with NAF, developing a transition plan and providing strategic advice on their programs. The role demands strong collaboration with internal WFP units and external partners, identifying funding opportunities, and developing proposals.

Work Experience

Requires seven years of total postgraduate experience, with at least three years in national social protection systems. This experience should include liaising with various line ministries at both national and decentralized levels.
