Job Purpose
The Programme Policy Officer - Integrated Response will lead the implementation of WFP's integrated humanitarian response in Jordan, focusing on addressing the immediate needs of crisis-affected populations while simultaneously promoting their self-reliance and resilience. This role involves managing and monitoring direct food assistance and self-reliance promotion interventions, including vocational skills training, to enhance refugees' and vulnerable Jordanians' capacity to withstand shocks and transition away from direct aid. The officer will foster strategic dialogues with key partners like UNHCR, represent WFP in coordination forums, build operational relationships with government and private sector entities, and identify effective pathways for economic empowerment. Additionally, the position requires conceptualizing data analytics projects to inform advocacy and program design, and overseeing operational aspects with NGO partners, ensuring effective and accountable program delivery.
Responsibilities
The Programme Policy Officer - Integrated Response will be responsible for leading the implementation of WFP's integrated humanitarian response in Jordan. This involves managing both direct food assistance and self-reliance promotion interventions, including day-to-day operational activities and budget monitoring. A key aspect of the role is to foster strategic dialogue with UNHCR and other agencies to identify sustainable solutions for refugees. The officer will represent WFP in external coordination forums, such as the Economic Empowerment Working Group, and build strong relationships with the Government of Jordan, private sector, and national and international organizations to enhance economic opportunities. This includes identifying and assessing effective pathways for refugees and vulnerable Jordanians to achieve self-reliance. The role also involves conceptualizing data analytics projects to assess food security dynamics and refugee capabilities, informing evidence-based advocacy. Furthermore, the officer will manage all operational aspects with NGO partners, from proposal assessment and agreement preparation to monitoring implementation, expenditures, and partner performance evaluations. Additionally, the position supports strategic engagement and program design by mapping potential partners, organizing stakeholder dialogues, conducting capacity needs assessments, and developing concept notes and action plans.
Work Experience
Requires at least 5 years of post-graduate experience, including one year of professional experience specifically in humanitarian/development programs, food security/livelihoods, and capacity building.
