Job Purpose

The Emergency Preparedness and Response Officer will lead the development and implementation of WFP's transformative emergency preparedness and response model in Jordan. This role is crucial for enhancing the overall humanitarian response landscape, with a specific focus on food assistance and food security support for refugees and vulnerable populations. The officer will oversee ongoing humanitarian operations, refugee resilience programs, and WFP's response during emergencies. Key responsibilities include developing integrated programmatic response models, strengthening national and local response capacities through training and relationship building, and coordinating with government and non-government actors. The position also involves developing crisis response scenarios, managing the Country Office readiness matrix, and ensuring effective delivery mechanisms, including cash-based interventions. This role requires strategic thinking, strong coordination skills, and the ability to manage multiple priorities under pressure to ensure WFP's effective and accountable humanitarian assistance.

Responsibilities

The Emergency Preparedness and Response Officer will lead the development and implementation of WFP's emergency response model, focusing on food assistance and food security. This role involves identifying and building relationships with government and non-government partners to enhance local and national response capacities. The officer will develop and deliver training packages to strengthen emergency response capabilities, particularly in food assistance and stabilization. A key responsibility is co-leading WFP's support for establishing a regional humanitarian response hub, leveraging global expertise. The position requires developing crisis response scenarios and operational plans, acting as the country office's emergency preparedness focal point, and ensuring close coordination with the Supply Chain team and other functional units for effective project implementation. The officer will also manage the Country Office readiness matrix and minimum preparedness actions for swift emergency responses. Furthermore, they will oversee emergency and transition interventions, including general food assistance and self-reliance activities, ensuring coordination with other WFP programs like social protection and climate resilience. This includes chairing the Food Security and Basic Needs working group, coordinating with UNHCR and government partners, and leading donor reporting for response interventions. The role also involves monitoring local and regional developments, assessing their impact on operations, advising management on potential scenarios, and adapting responses to evolving situations, such as refugee returns. Identifying new funding opportunities and developing proposals for the preparedness, response, and transition portfolio are also crucial. Finally, the officer will lead, motivate, and develop their team, providing coaching and mentoring to ensure high performance and quality outputs, and conducting targeted staff training on emergency preparedness.

Work Experience

Requires at least 7 years of post-graduate experience, with a minimum of 3 years specifically in emergency preparedness and response, humanitarian/development program management, and capacity building.
