Programme Associate (data Analyst)
Organizational Context
The World Food Programme (WFP) Philippines' Research, Assessment and Monitoring (RAM) unit supports the government through studies and assessments on food security, vulnerability, and social protection. The Data Analyst will work within this unit, contributing to programme policy and analytical work of limited complexity, under the supervision of the Research Coordinator.
Job Purpose
The Data Analyst will enhance WFP Philippines' capacity to process and analyze large datasets for its programming and technical assistance to the government. This role involves supporting the development of research designs, data collection instruments, and plans, as well as managing field data collection and troubleshooting issues. The analyst will conduct data analysis with a clear understanding of WFP's needs and the intended audience. Additionally, they will contribute to building the RAM team's capabilities by developing data collection protocols, management plans, analysis templates, and output formats for reports and presentations, ensuring robust data gathering and quality standards.
Responsibilities
The Programme Associate is responsible for supporting research and evidence-generation activities using quantitative and qualitative tools, including technical assistance to government partners. This involves ensuring robust data gathering and monitoring systems with high-quality standards, and contributing to project development by ensuring data availability and alignment with programme policies. The role provides project management support for strategic plan activities, ensuring consolidated data platforms for effective decision-making. A key responsibility is monitoring food security developments and assessing their impact on WFP activities, keeping the team informed for timely programme evolution. The associate also supports capacity building for WFP staff, partners, and government in data collection, availability, and analysis. Furthermore, they are involved in survey setup, developing data collection tools, analysis plans, and conducting necessary data analysis for various surveys like VAM and M&E. This includes preparing questionnaires and field materials. In terms of database management, the role involves leading the design and implementation of visual products for real-time reporting, establishing a consolidated CO database, and maintaining the Data Library page with regular updates. Ensuring data quality and consistency, managing databases, and resolving discrepancies are crucial. The associate will also support geospatial data management, map production, and GIS analysis, liaising with colleagues and consulting references for technical problem-solving.
Work Experience
Requires proven experience in data management, modern data tools, and strong statistical analysis (econometrics) using R or Python. Project management, operations design, and policy input experience are essential. Candidates should have technical knowledge of WFP vulnerability mapping and emergency assessment standards. PowerBI, Tableau, Mapping, and GIS skills are assets. Previous UN agency experience in the country, demonstrating partnership building, is a plus.
Skills
Data analysis, statistical analysis (R, Python, Stata), database management (SQL), data visualization (Tableau, PowerBI), GIS/mapping (ArcGIS, QGIS), research design, data collection, survey development, project management, and capacity building. Expertise in food security and nutrition contexts, with strong communication skills.
