Job Purpose
The Security Officer (P3) plays a crucial role in safeguarding WFP personnel, activities, and facilities to ensure the effective delivery of humanitarian programs. This position involves providing expert security advice, conducting comprehensive risk assessments, and developing robust security plans and procedures, particularly in high-risk and remote duty stations. The role requires strong analytical skills to understand complex security situations, including context analysis in conflict-affected areas and engagement with non-state armed groups to secure operational access. The Security Officer will monitor security developments, maintain effective communication systems, build relationships with local and inter-agency partners, and manage junior staff, contributing to a secure and stable environment for WFP's life-saving operations.
Responsibilities
Security Officers at the World Food Programme (WFP) play a critical role in safeguarding WFP personnel, activities, and facilities, particularly in challenging and high-risk environments. Their responsibilities include providing expert technical advice and guidance on security assessments and plans to strengthen country office capacities in security management and crisis preparedness. They develop and implement innovative systems for monitoring and assessing security situations, conduct in-depth context analysis in conflict zones, and negotiate security guarantees with non-state armed groups to ensure safe passage and operational access. Security Officers are responsible for staying abreast of local security developments, advising on their potential impact on WFP operations, and maintaining effective communication systems for rapid security responses. They build and maintain strong relationships with local partners and internal counterparts to align security efforts with broader program objectives and ensure compliance with WFP security policies. Furthermore, they manage and mentor junior security staff, represent WFP in inter-agency security coordination meetings, and facilitate security training for WFP staff and partners. A key aspect of their role involves overseeing accurate and timely reporting, supporting monitoring and evaluation activities, and acting in emergency response capacities when needed. This role demands adaptability, resilience, and a proactive, solutions-oriented approach, with a strong willingness to deploy to hardship duty stations.
Work Experience
Requires a minimum of 5 years of progressive experience in security risk management. This experience should include assessing security risks and actively participating in the design, recommendation, or implementation of security risk management measures.
