Organizational Context
WFP El Salvador is implementing its Country Strategic Plan (CSP) 2022-2027, focusing on resilience, climate change adaptation, and food preparation practices. The organization is actively engaged in a project funded by the Adaptation Fund to enhance the adaptive capacities of climate-vulnerable communities in the Goascorán River Basin.
Job Purpose
The Programme Assistant (Adaptation Fund) will provide crucial support in monitoring the implementation of project activities within partner contracts, ensuring timely and effective execution. This role involves providing technical guidance in the field, focusing on watershed management and inclusive financial mechanisms, and facilitating coordination with intervened communities. The position requires verifying workshop outcomes and field practices, monitoring progress against established timelines, and ensuring the timely submission of reports. The Programme Assistant will play a key role in supporting and monitoring field activities to guarantee their correct implementation and the quality of results, aligning with project indicators and objectives.
Responsibilities
The primary responsibilities involve providing technical assistance and field monitoring for project activities, ensuring their correct implementation according to established objectives, timelines, and standards. This includes supporting and monitoring cooperating partners to achieve project goals. A key aspect is monitoring participant attendance and verifying the achievement of objectives in workshops and events, ensuring they align with project guidelines and indicators. The role also entails technical follow-up on climate adaptation measures, such as sustainable agriculture and efficient water management, tailored to community needs and incorporating climate information and financial inclusion. Regular reporting on field activity progress, analysis of data to evaluate the impact of implemented practices, and fostering constructive relationships with stakeholders are crucial. Additionally, responsibilities include coordinating complementary activities, preparing progress reports and technical summaries after field visits, and monitoring the delivery of goods and services, promptly reporting any logistical changes or delays. The position requires a basic understanding of project monitoring and evaluation strategies, applying knowledge of project management systems for resource and relationship administration, and utilizing both qualitative and quantitative data collection methods for clear and accurate assessments of operations and processes against quality standards.
Work Experience
A minimum of 2 years of experience is required in field projects and monitoring implementers. Experience in climate change adaptation, watershed management, or community financial inclusion is desirable. Knowledge of monitoring methodologies and technical support for partners during field activities is also needed. Experience working directly with local communities, government institutions, and NGOs is beneficial, as is experience in preparing technical monitoring reports.
