Organizational Context
The World Food Programme (WFP) is the world's largest humanitarian organization, dedicated to saving lives and building a pathway to peace and prosperity. This role is based in Antananarivo, Madagascar, reporting to the Head of Enabling Services and Risk Officer. The IT Operations Officer will manage a small team, providing recommendations on system design and implementation, and identifying opportunities for improvement.
Job Purpose
The IT Operations Officer will lead the delivery of efficient and effective IT and Telecommunications (TC) services, providing innovative solutions to support WFP's mission of delivering food assistance. This involves developing and maintaining IT/TC systems and networks, ensuring data security, and managing hardware upgrades. The role includes developing technical specifications, managing service provider contracts, and coordinating reports on IT activities to enhance cost-efficiency. The officer will also provide expert advice to users, resolve complex issues, and ensure adherence to WFP IT policies. Furthermore, the position requires leading and motivating a team, building staff capabilities through training, and fostering collaboration with other UN agencies and external partners to meet service requirements and contribute to emergency preparedness and response.
Responsibilities
The IT Operations Officer leads the delivery of efficient and effective IT and Telecommunications (TC) services, providing innovative solutions to support WFP's mission. This role involves participating in the development of IT/TC plans, budgets, and policies, and overseeing the deployment of systems in line with corporate standards. A core responsibility is to develop and maintain IT/TC systems and networks, ensuring robust data security, access controls, and optimal user benefit, while also implementing and testing hardware upgrades. The officer is responsible for managing the procurement of IT/TC equipment and services by developing technical specifications, tender documents, and managing service provider contracts to ensure cost-efficiency and compliance with WFP regulations. They coordinate and report on IT/TC activities, investments, and costs, identifying trends and proposing solutions for efficiency improvements. Furthermore, the role includes maintaining technical expertise, advising managers and users on complex IT issues, and ensuring proper application of IT policies. A significant leadership component involves leading and motivating a small team, monitoring performance, and providing coaching and training. The officer also builds staff capability through collaboration with the IT division on training programs. Effective coordination with other UN agencies and external partners is crucial for aligning activities and fostering collaboration. Finally, the role contributes to emergency preparedness and contingency planning, offering technical recommendations and managing risks to ensure continuous IT services and rapid response during crises, including preparing operational plans and managing resources for emergencies.
Work Experience
Requires five years of professional experience, ideally with an advanced university degree in a relevant field such as Computer Science. Additional relevant work experience or specialized training may substitute for a first university degree.
