Social and Behaviour Change (SBC) Specialist (Ebola Preparedness and Response)

UNICEF operates in challenging global environments to support disadvantaged children, defending their rights and helping them reach their full potential. In the Republic of Congo, the ongoing Ebola Virus Disease (EVD) outbreak poses a significant public health risk. Recent assessments revealed critical gaps in risk communication, community engagement, and trust-building. UNICEF is supporting the government to strengthen preparedness and response capacities through a multisectoral approach, focusing on enhancing community engagement and promoting protective behaviours.
Job Purpose
This assignment aims to bolster UNICEF and government capacities in Social and Behaviour Change (SBC) and Risk Communication and Community Engagement (RCCE) to effectively manage the Ebola outbreak. The UN Volunteer will play a crucial role in strengthening community engagement, establishing robust feedback and accountability systems, managing rumors, promoting protective behaviors, and fostering trust between communities and health authorities. The role involves close collaboration with UNICEF teams and the Ministry of Health, contributing to a coordinated and effective response to the public health threat.
Responsibilities
The UN Volunteer will support the development, implementation, and monitoring of Ebola SBC/RCCE preparedness and response plans, participating in national and sub-national coordination mechanisms. Key duties include developing and adapting communication messages, promoting community dialogue, and supporting social listening initiatives. The role involves establishing and strengthening community feedback mechanisms, analyzing rumors and community perceptions, and facilitating the use of feedback for program adaptation. Capacity building through training and mentoring of frontline actors is essential. The volunteer will monitor activity implementation, produce analytical reports, document lessons learned, and contribute to various reporting requirements. Participation in assessments and emergency deployments may be required, alongside supporting rapid response communication and preparedness activities in high-risk areas.
Work Experience
A minimum of three years of relevant professional experience in Social and Behaviour Change (SBC), Risk Communication and Community Engagement (RCCE), community engagement, emergency communication, or public health is required. Experience supporting epidemic preparedness and response activities is essential. Previous experience in outbreak responses (e.g., Ebola, COVID-19) is highly desirable. Experience working with Ministries of Health, UN agencies, NGOs, and community organizations, as well as in training and community mobilization, is advantageous.

Key skills include expertise in Social and Behaviour Change (SBC) and Risk Communication and Community Engagement (RCCE), community-based approaches, rumor management, and accountability to affected populations. Proficiency in behavioral analysis, feedback systems, training, monitoring, and reporting is necessary. Strong analytical, communication, and computer skills (Microsoft Office) are required.
