Job Purpose

This role supports UNICEF Papua New Guinea's Information Management (IM) functions to strengthen evidence-based development and humanitarian coordination. The Information Management Specialist will design and maintain centralized information systems, create decision-support tools like dashboards and maps, and build capacity among staff and government partners. This position addresses critical data management needs for planning, decision-making, and emergency response in Papua New Guinea. The specialist will be responsible for developing and maintaining the IM system, producing timely analytical products, training stakeholders, and enhancing data consistency and coordination.

Responsibilities

The Information Management Specialist will be responsible for data collection and consolidation, including coordinating gathering, cleaning, and validating data from various sources, and developing standardized data collection tools. They will design and manage a centralized database for multi-sectoral data storage and analysis, ensuring regular updates and secure archiving. The role involves producing information products such as infographics, dashboards, and situation reports to support planning and coordination, and designing visual materials for briefings and meetings. Additionally, the specialist will support coordination efforts by maintaining partner lists and activity trackers, attending relevant meetings, and facilitating data-sharing protocols. Capacity building is a key component, involving training UNICEF staff, CSOs, and government partners on data management tools and processes, and providing technical assistance. Finally, the role will support Monitoring and Evaluation (M&E) by aligning IM tasks with M&E frameworks and supporting data triangulation and verification.

Work Experience

Requires 3-5 years of experience in managing humanitarian or emergency information systems, including developing dashboards, databases, and data collection tools. Proven ability to train local actors in digital data tools (e.g., Kobo Toolbox, ODK) and proficiency in data visualization tools (e.g., Power BI, Tableau) and geospatial tools (e.g., QGIS, ArcGIS) are essential. Experience in high-pressure humanitarian contexts and strong communication and intercultural skills are also necessary.
