Organizational Context

The UN Resident Coordinator in Tanzania leads 23 UN Agencies, coordinating their efforts. The Zanzibar Joint Program (ZJP) aims to reduce poverty and vulnerabilities in Unguja and Pemba Kaskazini by integrating innovative solutions for complex development challenges, focusing on systems strengthening. The program targets impoverished communities reliant on the blue economy, with 12 UN agencies and lead ministries collaborating. It aligns with the Zanzibar Development Plan, Vision 2050, and the SDGs.

Job Purpose

This role supports the Zanzibar Joint Program (ZJP) and the "Subnational Financing Solution" JP, which focus on reducing poverty and vulnerabilities in Zanzibar, particularly for communities dependent on the blue economy. The assignment aims to develop subnational financial solutions to strengthen the seaweed value chain, fostering inclusive rural economic development. The goal is to significantly boost diversified livelihoods and household incomes for 15,000 seaweed-farming households by 2028. The position contributes to aligning these joint programs with national development plans and the Sustainable Development Goals, enhancing systems for poverty reduction and economic growth.

Responsibilities

The UN Volunteer will support the UN Area Coordinator in several key areas. This includes assisting in the planning and implementation of program activities, ensuring alignment with approved documents and work plans, and supporting the achievement of outputs across thematic areas. A key focus will be on implementing innovative and climate-resilient technologies, particularly in the seaweed and marine-based livelihoods sectors, while also mainstreaming gender equality, inclusion, and human rights. The role involves supporting resource mobilization and innovative financing initiatives, exploring funding opportunities, researching blended finance approaches, and coordinating financial flows. Engagement with financial institutions to improve MSME access to finance and facilitating private sector participation in blue economy initiatives are also crucial. Furthermore, the volunteer will support coordination among UN agencies, government institutions, and development partners, participate in joint platforms, and strengthen partnerships. Monitoring, evaluation, and reporting are essential, including supporting the MEL framework, data collection and analysis, and contributing to progress and donor reports. Finally, the volunteer will support knowledge management and communication efforts, including developing visibility products and contributing to advocacy and knowledge-sharing activities.

Work Experience

While no prior experience is strictly required, demonstrated experience in supporting multi-sectoral program implementation and coordination is beneficial. Experience in research, documentation, or supporting innovative financing approaches (e.g., blended finance, pooled funds) is desirable. Familiarity with blue economy initiatives, sustainable livelihoods, or seaweed value chain development is advantageous. Previous volunteer experience or experience in different cultural contexts is highly regarded. Proficiency in ICT and digital tools is also noted.
