ICT/Training Officer
Organizational Context
MONUSCO, established in 1999, supports the Government of the Democratic Republic of Congo in protecting civilians, reducing threats from armed groups, and promoting stabilization through functional state institutions. The Integrated Mission Training Centre (IMTC) within MONUSCO focuses on enhancing the mission's learning culture and ensuring personnel have the skills for mandate implementation. Operating in a complex environment, IMTC recognizes the critical need for digital literacy, secure information management, and efficient ICT tool usage to improve operational effectiveness and staff performance.
Job Purpose
The ICT/Training Officer will contribute to strengthening the mission's learning culture by designing, delivering, and evaluating ICT-related learning programs within the Integrated Mission Training Centre (IMTC). This role is crucial for enhancing mission-wide ICT competencies, improving staff performance through targeted interventions, and supporting the development of structured training systems. The officer will play a key role in expanding digital learning modalities, assisting mission components in adopting new technologies, and ensuring personnel access to high-quality, relevant ICT training, thereby supporting UN digital transformation initiatives in a complex operating environment.
Responsibilities
The ICT/Training Officer will conduct training needs assessments, including skills gap analyses and ICT training needs, contributing to the annual Mission Training Plan and integrating ICT learning into onboarding. Responsibilities include designing and developing learning materials such as manuals, presentations, and e-learning content for various applications and platforms, selecting appropriate instructional methodologies, and creating digital learning products. The role involves delivering ICT and computer training, coordinating outsourced activities, providing on-the-job coaching, and facilitating virtual, hybrid, and in-person sessions. Monitoring and evaluation of training impact, gathering feedback, preparing analytical reports, and maintaining training records are also key duties. Additionally, the officer will administer the IMTC website's back office, manage content updates, train staff on publishing workflows, monitor performance, implement security protocols, and research emerging technologies to support digital transformation initiatives.
Work Experience
Requires a minimum of three years of progressive experience as an IT/ICT Trainer, with expertise in database and portal management, and multimedia learning content development. Proficiency in Windows OS and Microsoft Office applications is essential. Experience organizing training events in UN field missions, digital learning platforms, virtual facilitation, and adult learning methodologies is desirable.
Skills
Key competencies include Planning and Organizing, Communication (written and verbal), and Technological Awareness. The role requires Client Orientation to identify and match needs with solutions. Expertise in information technology and telecommunications, project management, programme development, and strategy is also important. Fluency in English is required.
