Organizational Context

Despite progress, malnutrition remains a challenge, with high rates of child wasting and maternal malnutrition compounded by inequities. The government prioritizes nutrition, and UNICEF supports national efforts to strengthen nutrition systems and achieve targets, including the upcoming Child Nutrition Fund.

Job Purpose

This role supports UNICEF Cambodia's flagship nutrition systems strengthening initiatives, particularly the Child Nutrition Fund (CNF). The incumbent will contribute to reducing child wasting and enhancing national nutrition systems by supporting planning, coordination, and monitoring of program activities. The position involves working with government counterparts, consultants, and partners to strengthen nutrition information systems, conduct implementation research, and manage program documentation. The goal is to improve nutrition outcomes for women and children in Cambodia through effective program management, evidence generation, and knowledge sharing, contributing to sustainable domestic financing and institutionalization of nutrition interventions.

Responsibilities

The Nutrition Programme Specialist will support the planning, coordination, and monitoring of annual workplans and implementation schedules for the UNICEF Nutrition Programme and the Child Nutrition Fund, tracking progress and identifying bottlenecks. Responsibilities include coordinating and following up with technical consultants, implementing partners, government counterparts, and development partners, and documenting agreed actions. The role involves strengthening nutrition information systems by analyzing data, developing monitoring tools, and preparing analytical summaries. Support will be provided for implementation research, evidence generation, and the preparation of technical briefs. Additionally, the specialist will develop and maintain systems for program documentation, knowledge management, and organizational learning, including preparing case studies and lessons learned. The position also entails supporting the preparation of strategic program documents and field monitoring visits to ensure effective program implementation and adaptive management.

Work Experience

Requires at least 5 years of experience in public health, nutrition, or health systems strengthening. Experience in planning, coordinating, and implementing development programs, including workplan management and multi-stakeholder coordination, is essential. Proficiency in evidence-based monitoring, reporting, and data analysis, including the use of routine health information systems, is required. Experience working with diverse stakeholders like UN agencies, NGOs, donors, and government counterparts is advantageous. Previous volunteer experience or experience in a developing country is highly regarded.
