Organizational Context

The United Nations Development Programme (UNDP) in the Democratic Republic of the Congo (DRC) aims to support developing countries through advice and advocacy for donations. To enhance program execution and build trust with UN sister agencies, UNDP DRC is strengthening its Procurement function. This function serves diverse clients, including various UN projects, agencies, and offices, handling complex procurement needs for materials, equipment, services, and construction.

Job Purpose

The Assistant Procurement will provide essential support to the Procurement Unit's activities, contributing to the overall efficiency and effectiveness of UNDP DRC's program implementation. This role is crucial for ensuring that procurement processes are streamlined, cost-effective, and client-oriented, aligning with UN and UNDP regulations and strategies. The incumbent will assist in managing a wide range of procurement activities, from planning and tendering to contract management and supplier relations, ensuring compliance and timely delivery of goods and services. This position is specifically open to individuals with refugee status in the DRC.

Responsibilities

The Assistant Procurement will support the implementation of operational strategies to ensure full compliance with UN and UNDP procurement rules and regulations. This includes contributing to internal procurement operational processes and standard operating procedures. The role involves assisting in the procurement processes for country office projects, NIM/DIM projects, and other UN agencies. Key duties include supporting the preparation and monitoring of procurement plans, organizing tender processes (RFPs, RFQs, ITBs), evaluating offers, and negotiating contracts. The Assistant will also help prepare purchase orders, contracts, and supplier creation, and assist in preparing submissions for contract committees. Furthermore, the role supports the implementation of internal control systems, reporting on procurement activities, developing Long-Term Agreements (LTAs), and facilitating joint procurement processes with other UN agencies. The Assistant will also participate in developing and implementing supplier selection strategies, conducting market research, and contributing to cost-saving initiatives.

Work Experience

A minimum of 1 month of required experience and 1 year of relevant experience is needed. Prior professional experience in procurement, supply chain, logistics, or administration is desirable. Experience in managing acquisition processes for goods and services within national or international organizations is an asset. Proficiency in common IT tools, including Microsoft Office, and experience with ERP systems or e-procurement platforms are beneficial. Strong organizational, analytical, and interpersonal skills are required.
