Job Purpose
The UNV Early Recovery Expert will provide technical advisory and support to public administrations and territorial actors in planning and implementing early recovery processes. This role is crucial for a project strengthening crisis response and early recovery in Colombia, addressing immediate needs and promoting durable solutions for resilient and sustainable recovery. The expert will contribute to UNDP's crisis response and risk management efforts, fostering coordination with public entities, territorial actors, and cooperation partners. Key contributions include supporting diagnostics, planning, monitoring, and developing technical documents to enhance institutional capacities and guide recovery decisions in regions affected by human mobility, armed conflicts, and disasters.
Responsibilities
Provide technical assistance to public administrations and territorial actors for identifying early recovery needs, priorities, and actions. Support the formulation of strategies and plans for resilient, sustainable, and territorial-based recovery, integrating risk reduction measures. Develop diagnostics, territorial analyses, and needs assessments to inform decision-making and prioritize recovery actions. Generate technical inputs for planning and monitoring early recovery and crisis response interventions. Support the planning, implementation, monitoring, and evaluation of UNDP initiatives related to crisis response, early recovery, and integrated risk management. Apply UNDP tools and methodologies to enhance the technical quality of interventions. Participate in inter-agency coordination spaces and provide technical support for coordination with public entities, territorial actors, community organizations, and cooperation partners. Facilitate workshops and participatory spaces for needs identification and action planning. Prepare reports, technical documents, methodologies, and guidelines to support decision-making and early recovery processes. Systematize experiences, progress, and lessons learned from crisis response and early recovery interventions. Execute other related technical activities as required.
Work Experience
Minimum of seven (7) years of experience in early recovery, crisis response, and/or disaster risk management processes. Experience providing technical assistance to public administrations for disaster risk management planning and implementation. Proven experience in identifying needs, prioritizing actions, and formulating recovery strategies for crisis-affected territories. Experience in developing diagnostics, territorial analyses, reports, and technical documents. Experience in inter-institutional and inter-agency coordination. Experience in strengthening institutional and community capacities, preferably in humanitarian contexts. Knowledge of disaster risk management and recovery policies in Colombia is valued. Familiarity with differential, gender, and intersectional approaches is also beneficial.
